He names streets, football stadiums, hospitals, and universities after himself. He carries a silver-inlaid ivory mace, or an ornately carved walking stick or a fly whisk or a chiefly stool. He insists on being called “Doctor” or “conqueror” or “teacher” or “the big elephant” or “the number-one peasant” or “the most popular leader in the world.” His every pronouncement is reported on the front page. He sleeps with the wives and daughters of powerful men in his government. He shuffles ministers without warning, paralyzing policy decisions as he undercuts pretenders to his throne. He scapegoats minorities to shore up popular support. He bans all political parties except the one he controls. He rigs elections. He emasculates the courts. He cows the press. He stifles academia. The Zuma shuffle

All those taxpayer-funded luxury sedans have barely lost their 'new car' smell and already we are faced with a fresh batch of ministers. Not that we're complaining. Most – bar one, perhaps – of the ministers who were booted unceremoniously out of Zuma's Cabinet were simply living it up instead of living up to our not-particularly-high expectations. As long as the new ministers don't feel the need to splurge on newer cars and houses... The most suspicious exit is that of Geoff Doidge, who was known to play by the rules in his Public Works portfolio. New appointments made to please, not to improve - Times LIVE What is worrying about Zuma's announcement, however, is that many of the high-profile appointments appear to have been motivated more by his desire to keep all factions that make up the ANC satisfied, rather than improve the work of government.To appease the ANC Youth League, he awarded Fikile Mbalula the Department of Sports and Recreation. Zuma also promoted Paul Mashatile to be the full minister of arts and culture, therefore winning ruling party structures in Gauteng. Deputy ministers - the vaguest job in government Zuma has automatically created new support bases for himself by bringing in a slew of deputy ministers who can act as extras to protect him. Because they don't have defined roles, deputy ministers simply do whatever their ministers deem them to be capable of and in some cases they can keep an eye on the minister. The creation of four new deputy ministerial positions increases the size of an already bloated administration at a huge cost to taxpayers. Zuma axes ministers in bid to regain control - Financial Times William Gumede, a political analyst, said the president “had been voted in not because people think he’s a great leader but because he promised to deal with health, poverty and education. But a number of them, notably business mogul and now Minister of Human Settlements Tokyo Sexwale, have already undertaken to resign from all directorships while serving in government. After Zuma’s appointment of his Cabinet and deputy ministers last Sunday the Mail & Guardian inspected Cipro’s database and found that 27 ministers and deputies are registered as active directors or members of 184 companies and close corporations. Tokyo Sexwale The appointment of Sexwale has invigorated the debate about conflicts of interest between ministers’ business and official duties. He was ranked South Africa’s 20th richest individual worth at least R1,3-billion in the Sunday Times’s 2008 Rich List, although his net worth has decreased significantly since the financial crisis bit. Sexwale stepped down as executive chair of the Mvelaphanda Group on Tuesday this week.“I cannot work in the private sector. I am fully focused on my responsibilities as minister ... I will be departing as chairman of Mvelaphanda and will not be on any boards,” Sexwale said. His spokesperson, Chris Vick, confirmed on Thursday that Sexwale was committed to stepping down from the boards of all 43 entities of which he is a listed director. This included non-Mvelaphanda interests such as Fernwood property development and the family companies of former president Nelson Mandela, Magnifique and Harmonieux Investment and Holdings. “Mr Sexwale’s position in relation to his equity investments will be clarified in a comprehensive statement by the end of the week,” said Vick. It has been speculated that his shares will be transferred to a blind trust over which he has no control. The question remains whether Sexwale will continue to benefit from the trust’s investments, which could include Mvelaphanda’s shareholding in construction giant Group Five. Group Five has extensive contracts with government departments, including Sexwale’s new housing portfolio. Enoch Godongwana Deputy Public Enterprises Minister Enoch Godongwana is listed as a director of 24 companies, including the state-owned defence industrial group Denel, Real People Assurance Company, Chintsa River Development and the Pan African insurance group. Godongwana, a former Eastern Cape finance minister, told the M&G he was resigning from all directorships. “In a month’s time you won’t find my name on any board,” he said. A few of his companies are dormant and one company is unknown to him. Joe Phaahla Twenty-one companies listed on Cipro have the new Deputy Rural Development and Land Reform Minister Joe Phaahla listed as director. They are mainly mining companies belonging to the Siyaya mining group. Others include insurance firm Glenrand MIB, a Northern Cape mining entity called Namaqua Wollastonite, Vutomi Pharmaceutical Distributors and African Pride Capital. Phaahla, previously director general for the 2010 Fifa World Cup, did not respond to the M&G’s questions about his businesses and potential conflicts of interest. Hlengiwe Mkhize New Deputy Correctional Services Minister Hlengiwe Mkhize is a director of 15 private companies, most prominently the Centurion-based defence company, Aerosud, which has benefited substantially from arms deal offsets. Mkhize said she has resigned from the boards of Aerosud Aviation and Aerosud Holdings, but will remain a shareholder in the company “and accordingly declare my interests”. Her other interests include Gosa Technologies, Origami Consulting and Sishayela Phezulu Investment Holdings. Mkhize, a former truth commissioner, said three of the registered entities were shelf companies and the rest “were owned by BEE participants who invited me to cooperate and no formal agreements materialised”. Sicelo Shiceka Minister of Cooperative Governance and Traditional Affairs Sicelo Shiceka is listed as a director of 11 entities, but is unsure of their status. His interests include a number of shelf companies and Kara Agri-Business Consultants, the Fourways Gardens Laundry and Uzusakhe Fishing and Oil. “No conflict of interest has been identified as I am not an executive director in the companies, neither am I involved in their operations if any are operational. I understand they are largely dormant,” Shiceka said. He said he has started establishing the entities’ status and will resign if conflicts of interest are identified. “I was never actively or operationally involved with these companies.” Shiceka said he will resign from dormant companies and stay as a “passive partner” in firms that do not conflict with his official duties. Pecan trees, security and constructionDeputy Social Development Minister Bathabile Dlamini has undertaken to resign from the nine entities she has interests in “to give full attention to her current post”. Zou Kota, who is Sexwale’s deputy, said the eight companies she is linked to “don’t bring in a cent” and “have nothing to do with human settlement”. She has, however, resigned from the board of empowerment giant Sekunjalo Investments because of time constraints. Deputy Minister of International Relations and Cooperation Ebrahim Ebrahim said he is a “silent partner” in four of the seven companies listed under his name and that the construction industry, in which they operate, poses no conflict. Communications MinisterSiphiwe Nyanda is on Cipro’s records as director of seven companies. But Nyanda said he has resigned from four, including arms firm Ngwane Defence; one was de-registered; and GNS Risk Advisory Services posed no conflict. Nyanda’s position as Public Investment Corporation director could cause a conflict. The PIC has a 13% stake in Telkom, which will be influenced by his department’s policy decisions in the telecommunications sector. Minister of Agriculture, Forestry and Fisheries Tina Joemat-Pettersson owns a 50% stake in Fire Ring Trading 7, which trades in financial and healthcare shares, while her deputy, Pieter Mulder, has financial interests in two pecan nut farms. Mulder said it was “very unlikely” that his business interests would lead to a conflict of interest. Minister of Energy Dipuo Peters is de-registering her company, Lelate Consulting and Investments, while Public Service and Administration Minister Richard Baloyi has interests in three entities, but has decided to withdraw from them. “[I] aim to walk the talk.” Presidency spokesperson Thabo Masebe refused to be drawn on the nature and activity of Zuma’s only registered entity, National Pride Trading 259, and Dakawa Properties, of which Deputy President Kgalema Motlanthe is a director. “They are not involved in any other business than serving the people of the country. Their every minute and every hour is spent on government business,” he said.

It will compromise the ability of the government to produce and implement coherent policy, particularly on the economic front. It will compromise accountability of individual ministers, undermine their authority, and vest an inappropriate monitoring and evaluation role in the government. At the same time it appears as if it took Jacob Zuma less than 24 hours to abdicate most of his presidential responsibilities onto Trevor Manuel. All of the above is wholly at odds with initial media and public reaction to the announcement of the Zuma cabinet. A number of business groups, civil society organizations, newspapers - including business papers that should know better, and even opposition parties where full of praise for the new cabinet. One opposition party was so impressed with the new arrangement that it even found itself playing a senior role in that cabinet. But the new cabinet is a shambles and this is why: There are too many portfolios each tasked with economic policy making. The ministers of finance, planning, economic development, and trade and industry will each have a direct hand in formulating economic policy. Two of these ministries, economic development and trade and industry, are headed by individuals with strong trade union or communist party sympathies. The other two, finance and planning, are headed by individuals with an arguably more pragmatic economic outlook. Even if open policy conflict is avoided it is difficult to see how a paralysis of policy will not result within government. This is particularly so when you consider that the ministers of mining, energy, public enterprises, labour, and public works also have a direct hand in economic policy making. The chance of meaningful implementation of coherent economic policy is limited. It will be extremely difficult to hold individual ministers accountable for their performance. Take just the example of employment targets. If these are not met any one of eight ministers could be held accountable. The most likely result is that no-one will be held accountable as each ministry will simply pass the responsibility onto the next one. While such an arrangement may suit politicians it will compromise government’s ability to implement policy and is a very unsatisfactory outcome. In order to avoid the shambles of policy paralysis warned of above, Trevor Manuel appears to have been handed the task of coordinating policy formulation across all ministries and tiers of government. But it is a problematic appointment because the responsibility to coordinate policy across cabinet portfolios is that of the President. It therefore appears as if Jacob Zuma has abdicated much of his presidential responsibility within the first 24-hours of his presidency. While Trevor Manuel has the competence to fulfill his new role it remains to be seen whether he has been granted the authority within the cabinet to overrule the policy work of his colleagues. If he is granted that authority the cabinet will be a hierarchy of ministers. Those at the bottom of the pile will effectively have their authority undermined. That will in turn undermine the whole concept of having cabinet ministers in the first place. If a minister will be required to in effect report to a senior minister then his or her portfolio should originally have been incorporated into the senior minister’s portfolio. The saving in terms of money but also efficiency and adequate accountability would have been substantial. The role of assessing the performance of the cabinet must be played by Parliament not by the new ministry of performance and assessment. Traditionally Parliament has not done this to the extent that it should have because opposition parties were too small and the ANC in Parliament was not interested in doing so. We are therefore faced with the extraordinary situation where much of the responsibility for holding the government to account has been handed to that same government through a structure conceived by that government. This is not a positive development and again bodes ill for ensuring the most effective implementation of policy and therefore delivery by the government. Considering the challenges faced by the new government it is unfortunate that they have employed such a cumbersome structure to meet those challenges. This is particularly so considering that a number of highly competent individuals have taken senior cabinet posts. One hopes that their talents are not squandered by the environment they are now expected to work in. It would have been more desirable to have a smaller cabinet composed of no more that 15 to 20 ministries with clearly defined portfolios. Cabinet ministers would then have clear authority for policy making within their portfolios and could easily be held to account by Parliament. The President would carry the responsibility for policy implementation and coordination which is the role his office is tasked with. - Frans Cronje

Zille said although several "serial under-performers" of the <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=895" target="_blank">Thabo Mbeki</a> era had been dropped, others had been retained and in some instances "moved to crucial portfolios". Zille said Zuma's decision to revamp the structure of Cabinet raised more questions than it provided answers. "It remains to be seen whether the splitting of certain portfolios and the creation of a planning commission within the Presidency will have any positive effect on service delivery," she said. National Planning Commission The Cabinet had grown substantially in size, to 34 ministers, adding a significant cost and administrative burden. Of particular importance was the creation of a National Planning Commission based in the Presidency, Zille said. "While the DA welcomes the appointment of <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=918" target="_blank">Trevor Manuel</a> as the head of the commission, we will fiercely resist any attempts by this Ministry or the newly created Co-operative Governance Ministry to undermine the constitutionally entrenched autonomy of the three spheres of government." "We will also watch two critical new appointments very closely, namely that of <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=1930" target="_blank">Ebrahim Patel</a> as the head of the newly created Ministry of Economic Development and that of <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=2200" target="_blank">Pravin Gordhan</a> as the new Minister of Finance. Economic policy "We hope that these appointments do not herald a departure from sound macro-economic policy-making and implementation, and that there will not be a radical overhaul of economic policy, simply to appease Cosatu (the Congress of SA Trade Unions) and the SA Communist Party. "President Zuma is heavily indebted to both these organisations for his political resurrection. The Cabinet is clearly structured to repay these debts. If Zuma threatened international investor confidence by repaying political debts, it would be a serious setback for South Africa's attempts to weather the global financial crisis and establish a sound basis for future investment and economic growth, Zille said. "It remains to be seen how much power the new Economic Development Department is granted, and to what extent this power may infringe on the previous responsibilities of the Department of Finance. "If the Department of Finance has been downgraded to the role of mere budget-making, then this move constitutes a real concern." Education Of particular concern was the appointment of <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=2355" target="_blank">Angie Motshekga</a> as Minister of Basic Education and <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=4324" target="_blank">Blade Nzimande</a> as Minister of Higher Education, Zille said. "Angie Motshekga is known for her infamous statement, in defence of (ANC Youth league leader) Julius Malema, that an education is not a necessary requirement for leadership. "Blade Nzimande, as the Minister of Higher Education, is a Marxist ideologue, whose appointment raises concerns about the future of higher education in a global knowledge economy." Zille said the DA was relieved that there was no place in the Zuma Cabinet for a number of ministers from the previous administration, <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=903" target="_blank">Manto Tshabalala-Msimang</a>, <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=921" target="_blank">Ngconde Balfour</a>, <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=2158" target="_blank">Mandisi Mpahlwa</a> and <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=900" target="_blank">Charles Nqakula</a>, whose tenures were "nothing short of disastrous". "It is however, lamentable that <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=2168" target="_blank">Nosiviwe Mapisa-Nqakula</a> has been shifted to the critical portfolio of Correctional Services when her time as Minister of Home Affairs saw her lurch lethargically from one crisis to another." Certain appointments raised alarm bells for Zille. One of these was the appointment of <a class="twelvered" href="http://www.whoswhosa.co.za/Pages/profilefull.aspx?IndID=2169" target="_blank">Susan Shabangu</a> as Minister of Mining. Mining was a critical industry for South Africa's long-term economic growth. Barbara Hogan 'punished' Another concern was the shifting of the highly effective Barbara Hogan from health to Public Enterprises. This appeared to be punishment for her outspoken comments on the Dalai Lama, Zille said. "Radebe has left a great deal of mess for his successor at the Department of Transport to deal with and it is unlikely that he will perform any better at the Department of Justice. "Shabangu's appointment is concerning, given her woeful tenure as Deputy Minister of Minerals and Energy." Zille said the Cabinet needed to be given time before its performance could be properly judged. "The DA, for its part, will watch each of these ministries very closely and hold them to account for any misstep. "We will do everything in our power to ensure that each new minister respects the Constitution and that corruption and mismanagement is appropriately dealt with," she said.
