Maharaj resigned earlier this month, without having gone through a disciplinary enquiry.<br /><br />Among eight other officials suspended last week, also in relation to the flight, are a provincial operations manager, three heads of ambulance centres, a secretary, two emergency fleet managers and the deputy manager of an ambulance centre. They would face a disciplinary hearing next week.<br /><br />He said the department had identified 411 irregular contracts worth some R49 million awarded in this way in the 2008/9 and 2009/10 financial years.<br /><br />Among them was one awarded to a security company to service about 15 clinics in the East London area, for which the company was now demanding payment of R164 000.<br /></span></p>

MILLIONAIRES FOR A R15 BILLION PONZI IN THE PARK</span></strong></span></span></p><p><span style="font-family:arial;"><span style="font-size:130%;">On Friday last week Johannesburg businessman Christopher Leppan applied to the Johannesburg High Court to have <strong>Barry Deon Tannenbaum</strong>, until recently of Rivonia, currently living in Sydney, Australia, declared bankrupt.<br /><br />Barry is the famously pious son of Harold Tannenbaum, mega-rich founder of Adcock Ingram, South Africa's second-largest pharmaceutical company.<br /><br />Leppan told the court he had been persuaded to invest in what was supposed to be a hugely profitable scheme devised by Tannenbaum to finance the importation of raw materials required for the local manufacture of pharmaceuticals – so profitable that Leppan was promised a 20% return on his money every 12 weeks.<br /><br />That's more than 80% per year.<br /><br />Tannenbaum said he had advance orders from various major drug manufacturers, so there was no risk. The deal seemed so good that Leppan invested close on R3 million.<br /><br />But when earlier this month he asked for his capital and interest – by now totalling R5m, Tannenbaum's cheques, drawn on his personal account at RMB Private Bank in Pretoria, bounced. The bank informed Leppan that Mr Tannenbaum – who has recently emigrated to Australia – had closed the account.<br /><br />The court made an order placing Barry Tannenbaum's estate under provisional sequestration.<br /><br />Nothing too remarkable there – until you learn that Mr Leppan is one of hundreds of South Africa's millionaires who have been caught out by Barry Tannenbaum and his representatives in the country's biggest ever cash pyramid or ponzi scheme.<br /><br />Leppan says in his affidavit he was given the name of one man who had invested R30m. Noseweek has the names of many others: one of them is former Pick n Pay CEO Sean Summers, who invested over R50m, and claims he is now owed over R100m. Just so he shouldn't feel too bad about it, the former CEO of OK Bazaars, Mervyn Serebro, invested R25m and believes he is now owed over R50m.<br /><br />Between them, an estimated 400 investors are believed to have lost R2bn? R10bn? R15bn? or more. Now they're frantically selling the fancy cars that they bought in a fit of euphoria only months ago. If you're looking for a good deal go to Investment Cars in Bryanston, who have a new stock of good-as-new Porsches, Lamborghinis, Rollses and Bentleys, only slightly used by Tannenbaum's victims, on offer. Poor Mr Serebro has even put his house up for sale. The meeting was chaired by a partner in the firm, Warren Drue – who introduced himself as a fellow investor. There to represent a whole clutch of Cape investors who had invested over R100m between them were attorneys Craig Delport and Richard Goudvis. Surprisingly, also there to address them was <strong>Tannenbaum's main Johannesburg agent, attorney Dean Rees</strong>.<br /><br />It has been estimated by some of those in the know that Rees made “hundreds of millions” out of commissions he earned by recruiting investors for the scheme.Joburg In February, when Tannenbaum had already defaulted on interest payments two months in a row and some investors had started asking nasty questions, Rees hired a private jet and flew to Switzerland with his wife and two small children. It is believed that shortly before that he bought a mansion in Lausanne and another in Barcelona from his estimated R600-million made in the scheme. </span></span><span style="font-family:arial;"><span style="font-size:130%;"><span style="font-family:arial;">Rees was until recently living with his family in the luxury Palace Hotel outside Lausanne while he renovated the R70m house he bought in the surrounding Swiss canton. The cost of an ordinary double room at the Palace is about R4 000 a night.<br /></span><br />Last week he was back in Johannesburg and booked into suite at the Michaelangelo (R10 000 a night). He attended Thursday's meeting of disgruntled investors, apparently hoping to persuade them that he was as much a victim as they were, and that he was "on their side" in attempting to recover their money. Despite his best efforts – and attorney Drue's attempts to protect him from unsympathetic questioners, the majority of investors present clearly weren't going to take Reeses word for it. His Prada shoes, Ed Hardy Jeans ($1 000 a pair) and spectacular gold watch did not help the situation at all. (Friends say he has a collection of “investment” watches equal to that of the late great Brett Kebble.) He drives around in a Ferrari.</span><span style="font-size:130%;"><br /><br />Immediately after the meeting Rees booked out of the Michaelangelo and was on a flight back to Switzerland.<br /><br /><strong>Almost as well-known as a Tannenbaum recruiting agent is Daryl Leigh</strong>, who previously worked as a legal advisor for Nedbank Corporate and then for the Development Bank. Unlike Rees, he has taken to the shadows and is refusing to talk to anyone. How do we face a recession with that level of business acumen?<br /><br /><strong><span style="color:#990000;">How it Works</span></strong><br /><br />PONZI schemes, named after 20th century US fraudster, Charles Ponzi, operate as a pyramid scheme that promises healthy returns on investment. It fraudulently pays its investors with money received from new investors. When no more new investors are found, the scheme collapses. Ponzi, who operated in Italy and the US in the early 1900s, based his scheme on the sale of postage stamps. Wall Street financier Bernard Madoff recently pulled off a similar scam for years, until he was bust by authorities. Madoff pleaded guilty last month to 11 felony counts, including securities fraud and perjury. His scam cost investors billions of dollars. Tannenbaum allegedly used a method similar to Madoff’s, persuading investors to pour money into his companies — Frankel Chemicals and Frankel International — by offering handsome, but not unbelievable, returns. Investors, who relied on Tannenbaum’s reputation as a successful businessman, transferred cash to his personal bank account, believing it would be used in a legitimate chemical business. A syndicate has been formed that has been draining this government department for years, and now the culprits will be brought to book," Radebe said.<br /><br />Tenders have been awarded to companies that do not exist, or have not been legally registered.<br /><br />Ten security companies were identified as having charged for services which were not provided.<br /><br />Government employees have been identified who had colluded with these companies in defrauding the department of more than R20-million, he said.<br /><br />Computers worth R3-million were ordered and paid for, but never reached the department.<br /><br />In one of the most costly misdemeanours, it was discovered that a company was paid R172-million in tax, even though it was not registered with SARS.<br /><br />Another company awarded a tender for R8,1-million was found not to be a legally registered company.<br /><br />The media were given sight of a summary report of the findings of the forensic investigation, where names of companies and individuals involved were blocked out.<br /><br />"Only once the police have completed their investigations and people have been arrested and charged, will we reveal names," Radebe said.<br /><br />From the summary report however, it is clear that the department has been blindsided by numerous acts of fraud over recent years.<br /><br />There was a large amount of money paid by the department to eight fraudulent companies, which far exceeded the amount that would have been paid had it contracted a State Information Technology Agency supplier.<br /><br />Equipment supposed to have been delivered to the department cannot be found.<br /><br />Exorbitant prices were being quoted and paid by the department in excess of normal prices, Radebe said.<br /><br />The provision of private security services has also come under fire when it was discovered that most of the companies that had tendered and been awarded security projects by the department were not registered with the Private Security Industry Regulatory Authority (PSIRA).<br /><br />Employees of the department were also found to have colluded with suppliers of goods/services to the department to fraudulently manipulate the procurement of policies and practices of the department.<br /><br />Thirteen employees have been identified as being involved in fraudulent activities.<br /><br />Payments made to four entities totalling R11007 000 were identified as having been made through the manipulation of the electronic payment system.<br /><br />There are no records within the department to support these payments.<br /><br />Radebe confirmed that there were other transactions that still had to be investigated amounting to more than R30-million. "This is just the tip of the iceberg.<br /><br />Police will now join forces with the department to bring these criminals to book. Metro police officers then moved into the chamber to enforce the order.<br /><br />A reporter from Beeld and another from the Alberton Record were also asked to leave.<br /><br />M&G reporters said on Thursday afternoon: “We are utterly disturbed by the call to keep secret a discussion of a matter that is obviously in the public interest. Fifty-five hectares of privately owned land in the nature reserve would be swapped for a piece of municipal land of the same size in residential Meyersdal.<br /><br />This exchange took place in 2006 and Booysen appointed ANC councillor Neil Diamond as the sole-mandate estate agent to sell plots in the development. Discussion was deferred until next week.<br /><br />The metro may have lost "a minimum of R31-million" on land deals in the Meyersdal nature area alone, metro manager Patrick Flusk said in a summary of the reports.<br /><br />"This can be considered irregular expenditure," he said, which must therefore be reported to the Auditor-General, the Treasury and the police.<br /><br />The metro is paying R7,5-million to try to unscramble the deals<br /><br />Flusk has started disciplinary action against municipal officials, and three have resigned. He saw a classified advert for a 1997 Corolla 1,6 in a Durban newspaper on June 17.<br /><br />“I immediately called the number and a Dr Anand Singh said he was selling the vehicle to emigrate to the UK. He said he was also selling a house in Estcourt and a surgery in Bergville,” said the man.<br /><br />Singh promised him the car, which he said had low mileage and a service plan, for R22 500.<br /><br />“He wanted me to deposit the money on June 18 as he was leaving the country on June 19. He only wanted cash.”<br /><br />Singh said that his daughter and wife would deliver the car to Pietermaritzburg at 4 pm.<br /><br />The official deposited the money into Singh’s Standard Bank account and waited for the car, which never arrived. He called the cellphone, but the number did not exist anymore.<br /><br />On June 19, he went to open a case with the police to stop Singh from withdrawing the cash, but he was too late. </span><p>

Now it seems more police officers are being caught on the wrong side of the law.<br /><br />This comes as police uncovered a multimillion-rand syndicate involving high-ranking policemen.<br /><br />The officers allegedly helped criminals to clear hijacked and stolen vehicles that were then sold to an unsuspecting public.<br /><br />The scam is believed to involve cars stolen from across the country including Gauteng, KwaZulu-Natal and the Eastern Cape. The officers allegedly cleared each vehicle for a bribe of R600.<br /><br />At least 73 vehicles, worth about R5.1m, have been confiscated from their "owners" by police in the past few months.<br /><br />Police expect to make more arrests and recover hundreds more vehicles.<br /><br />Five senior police officers - who are all police inspectors - have been arrested. They appeared in Pinetown Magistrates' Court outside Durban and were released on bail of R1 000 to R3 000 each.<br /><br />Most of the officers work at Durban Central police station. They are believed to be part of a national syndicate that deals in stolen and hijacked cars.<br /><br />Some of the cars are being exported to neighbouring countries.<br /><br />The officers are Zamokuhle Sokhulu, Shesha Hlophe, Gideon Mbonambi, Mali Malunga and Dumisani Mzinyane.<br /><br />Sokhulu and Mbonambi live in KwaMashu and Umlazi. Malunga drives a Jeep Cherokee and owns a fleet of minibus taxis. He has moved to the upmarket area of Caversham Glen in Pinetown.<br /><br />Hlophe has moved to Nagina Gardens in Pinetown, while Mzinyane lives in New Germany.<br /><br />The nine-month probe began in March last year after the confiscation of several vehicles with police clearances. Their engine and chassis numbers had been erased or altered.<br /><br />Police outlined how the scam worked. Car hijackers and thieves would buy a car from a scrapyard on the pretext of fixing it. In reality, they were after its logbook and licence discs.<br /><br />Hijackers would then hijack or steal a similar model and obtain clearance for it.<br /><br />Police say the suspects did not, as required by law, ask the people seeking clearance to bring the vehicles to the police station for inspection.<br /><br />A source close to the investigation said: "No vehicles were presented for these clearances to be done, only the request for the vehicle clearance document was handed to the SAPS official.<br /><br />"After the clearance was completed, the person who requested the clearance paid the bribe."</span> <p></p>

One victim had 72 stab wounds.<br /><br />The three accused have pleaded not guilty in court.</span><span style="font-family:arial;font-size:130%;"><br /><br />Investigating officer Inspector Danie Reyneke said the syndicate used other people's identity documents to open bank accounts in the names of others.<br /><br />The killers claimed they were a family member of the person and would deposit between R3 000 to R4 000 into the new account.<br /><br />"They then take out insurance policies in that person's name, making themselves the beneficiaries. They use either their own or false IDs to do so. First they take out a funeral policy because that pays out within 24 hours and can be taken out over the telephone in a 10-minute phone call. The policy is for about R10 000 or R15 000," he said.<br /><br />The next step was to take out life insurance for these people.<br /><br />"They take out policies for small amounts so no one suspects anything. The most that one insurance company did to query the transaction was to phone the bank and make sure the person had enough money in their account to pay the monthly premiums, which they did," he said.<br /><br />The policy would be paid for the first two or three months.<br /><br />Reyneke said the syndicate would then "pick up" a homeless person or prostitute, lure them to their vehicle, "make them drunk until they pass out" and then remove anything which could identify them.<br /><br />They then put in their pocket a piece of paper with the name of the person for whom the bank accounts and insurance policies were taken out.<br /><br />This would end up being the so-called identity of the deceased. In another pocket, the three would put one of their names and contact details.<br /><br />The person would then be stabbed. After the murders, some of the victims were further disfigured by having their faces driven over by a car so that police could not compare their faces with photos in false identity documents that the alleged murderers had obtained beforehand.<br /><br />"Of all the bodies I investigated, none were stabbed less than 40 times. In the latest case in February, the woman was stabbed 72 times. They then leave the body on the road where it can be discovered soon. When the police arrive, they search the body and find the piece of paper with the contact details.<br /><br />"They then phone this 'relative' who is actually the syndicate member, and he or she acts shocked and saddened by the death. They say 'yes, he's my brother'. Using the fake ID they then go to the mortuary and identify the body and get the death certificate from home affairs. The insurance claims can then be made," he said.<br /><br />The police are investigating the operation by which the syndicate presumably had help from within the Department of Home Affairs.</span></p><p></p>
