Dambisa Moyo in her book Dead Aid, which was published this month, and in which she argues that foreign aid is to blame and has been bad for Africa, and must stop now. Others have taken her tack, that aid simply doesn't work: William Easterly, for example, in 'The White Man's Burden' and 'Why the West's Efforts to Aid the Rest Have Done So Much Ill and So Little Good' : Peter Bauer, the Hungarian-born economist to whom Moyo has dedicated her book, was arguing that large transfers of aid were a mistake as far back as the 1960s. In her new controversial book Dead Aid, Dambisa Moyo argues that, so far from helping Africa, foreign aid has impeded economic growth and made poor countries even poorer. She notes that Asian economies have flourished with little foreign aid, while Africa has stagnated despite billions from Western governments. Aid, she argues, is the problem. Dambisa Moyo points out that, since the second world war, around $1 trillion has been transferred from richer countries to Africa. But it is hard to see what benefit this has brought to a region that remains trapped in failure. Why, Moyo asks, “is it that Africa alone among the continents of the world seems to be locked into a cycle of dysfunction? Why in a recent survey did seven out of the top 10 ‘failed states’ hail from that continent?” Moyo, a Zambian economist educated at Oxford and Harvard, who has worked for the World Bank and Goldman Sachs, believes that foreign aid is the root cause of the spiral that has led Africa into its present situation. […] Moyo believes that dependency on aid “undermines the ability of Africans, whatever their station, to determine their own best economic and political policies”. She is rightly angry about the way Africa’s elected officials and policymakers have often been excluded from the debate, and had little opportunity to argue the merits and demerits of aid, and alternative answers: “This very important responsibility has, for all intents and purposes, and to the bewilderment and chagrin of many an African, been left to musicians who reside outside Africa.” Since the situation remains bleak, western activists tend to press for further aid in an attempt to make things better. Dr Moyo advocates the complete elimination of foreign aid. Her suggested solutions for Africa’s economic underperformance rely on free market mechanisms: micro-finance, reduced international trade barriers, borrowing through bond markets, and strengthening property rights. The book’s title is an obvious slap in the face for Bob Geldof and the jet-setting celebrities who performed at Live Aid.

Bush has surprised critics with his approval ratings in Africa. According to the Pew Foundation, Bush has an 80% popularity level in many sub-Saharan countries, even in ones with large Muslim populations. A popular name for newborns in Darfur is George Bush. The Bush Administration has played a critical role in helping many African nations; ending a 20-year civil war in Sudan, raising the alarm about atrocities and organizing multi-lateral humanitarian efforts in Darfur, as well as acting in an important role as mediator in Burundi, Liberia, Northern Uganda, Sierra Leone, and the Democratic Republic of the Congo after civil wars devastated these countries. The Bush administration quadrupled financial aid to Africa from $1.3 billion in 2001 to more than $5 billion in 2008. This is scheduled to go to $8.7 billion in 2010, principally for education (primary school enrollment in Africa is up 36 percent since 1999), healthcare, building civil society, and protecting fragile environments. Africa has received $3.5 billion in additional funds from Bush’s Millennium Challenge Corporation initiative, which rewards poor countries that encourage economic growth, govern well, and provide social services for their people. The president’s HIV/AIDS program, principally focused on providing Africans with anti-retroviral drugs to treat the disease (1.7 million people are on the therapy), has been such a success that the program has been extended to 2015 at $48 billion. His five-year, $1.2 billion effort to combat malaria has provided 4 million insecticide-treated bed nets and 7 million drug therapies to vulnerable people. The Africa Growth and Opportunity Act, approved in 2000 and reauthorized in expanded form in 2004, provides trade benefits with the United States for 40 African countries that have implemented reforms to encourage economic growth. Since 2001, US exports to Africa have more than doubled to $14 billion a year, while African exports to the United States more than tripled to $67 billion, of which $3.4 billion has been in goods other than oil. Additionally, USAID has provided more than $500 million in trade capacity building for poor countries to access international markets.

"Africa is full of governments that steal money," she said. Billions of dollars are hidden by African politicians in Swiss banks or spent on mansions, lavish trips and luxury cars. Even food aid gets stolen. "You find most of it is getting lost on the way," farmer Joseph Nthome said. Lost, but then found ... for sale in street markets.So much is stolen because we rely primarily on governments to administer foreign aid, and many African governments are kleptocracies. "No amount of foreign aid is going to make any difference" . In the past 40 years, Western governments have given Africa more than half a trillion dollars. Yet Africa is even poorer than it was before the foreign aid began. Two studies by World Bank economists say foreign aid is one of the problems because "higher aid levels erode the quality of governance." Former World Bank economist William Easterly agrees. His new book, "The White Man's Burden," argues that Western efforts to cure poverty in the rest of the world have done more harm than good. "Aid has the perverse effect that it makes [African] politicians much more oriented toward what will get them more money from the West than it does to making them meet the needs of their own people, which is really a scandal," Most of Africa's problems cannot be solved through foreign aid. The reason for Africa's problems is the people's skill - or rather a lack thereof. That is why Colonialism was such a huge success. All Africa needed were a few million skilled Whites and then suddenly everything started working - and the minute they left, it fell apart again. If the world wants to help Africa, then rather send in doctors or teachers. Many people over the years raised enormous sums of money for Africa. Africa is currently receiving more than $25 billion in aid - a staggering number. I wonder if Africa is not living more out of a begging bowl, than it earns through its own efforts? The USA and other countries now have a policy of only giving money when there are strings and various conditions attached. This is definitely a better method. You have now seen Nelson Mandela and Thabo Mbeki personally using their positions, power and fame to get as much foreign money as possible. But when are foreigners going to have to learn to ignore these demands for aid? You will see Africans pleading for money, for aid, for help - year in and year out, decade after decade. And yet, a closer examination of their problems will reveal that they are to blame for their own problems. They are currently scamming the West of billions a year. Why is it, that a peasant in ice-cold Russia, or a farmer in Arctic Canada or a farmer in the deserts of Australia; can get a higher return on investment than a Black African, in warm tropical Africa where there is no winter and it rains much of the year round. You will wonder why it is that people who live in a perfect farming climate are starving to death year after year, while others, who live in snow-fields or in deserts can provide for themselves. There is nothing wrong with African land, climate or soil. Africa is heaven-on-earth. The problem is not Africa. The problem is the Black African people. Africa's greatest prosperity occurred during the short of colonialism. If we had been left alone for another hundred years, Africa could have been a super-power. In recent decades Africa has been moving backwards. Now to those of us who live here - none of this comes as a surprise. We just look at it and remark: "We told you so!" Our enemies like to portray White Africans as a bunch of hard-headed, evil people who enjoy treading on Blacks. But they will see (to their utter shock and amazement) that as the decades go by, we actually saw through these Black African "Liberators". We knew African leaders were nothing more than liars and criminals and that they didn't even care about their own people. We said a long ago that these people are not fit to govern. We are being proven right, and will be proven even more right in the future.

London-based Napoleoni, in Auckland to appear at the Writers & Readers Festival, has written two books, Terror Inc: Tracing the Money Behind Global Terrorism and Insurgent Iraq: Al-Zarqawi and the New Generation, on the economics of terrorism. Her latest book, Rogue Economics, studies the destabilising effect of economic globalisation, focusing in part on why more than half a trillion dollars worth of aid sent to Africa since the 1960s failed to reach the intended destination - developing the nations' economies. That huge amount of aid, which includes money from the United Nations and donations generated by Live Aid for Ethiopia, organised by Geldof, and the Live 8 concert in 2005, organised by Bono, has instead "served as a rogue force, notably as an important form of terrorist financing" in countries such as Ethiopia, Somalia, Sudan, Zimbabwe, Tanzania and Kenya. Ethiopia, for example, received $1.8 billion in foreign aid between 1982-85, including a large contribution from Live Aid; $1.6 billion of that, she points out, was spent on buying military equipment. "The money has ended up making Africa poorer and more violent because the money has been diverted towards warlords, weapons and armed invasions," she says. "The problem of Africa is corruption." Napoleoni says there are parallels with Burma in the aftermath of the cyclone as aid organisations appeal for donations. "What is happening in Burma is a good example. You can have the best intentions but getting the money to the people in need is very hard because you have to go through the bureaucracy. The problem is the governance. You also need expertise. What the international relief organisations are saying is, you should send people from our team who know exactly what to do in these circumstances." The cult of celebrity means that people who are famous for nothing more than being pop or movie stars speak out on issues they don't fully understand. "People like Bono and Bob Geldof are not ill-intentioned," she says. "But the simple fact that being a celebrity puts you in a position above everybody else is unacceptable. "These people don't realise they are being manipulated by politicians and others. That is the case in the relationship between Bono and [American economist] Jeffrey Sachs, who is among the people who caused the chaos of the transition of the former communist countries into free-market economics. Sachs has been trying to relaunch himself as a sort of economist celebrity so he has been linking himself to Bono. "Bono is repeating what he has been told about Africa. I am sure Bono hasn't got a clue about economics." Napoleoni, who knows Geldof as a neighbour in the London suburb of Battersea, says he told her the first Live Aid was the "worse experience of his life because he found it very difficult to control where the money went. He suddenly realised it's easy to put famous musicians together to make money but to bring the money to the people in need is another matter." Napoleoni adds that there is a certain amount of hypocrisy among stars linked to good causes. Nobel Peace Prize-nominated Bono and the other members of U2 were last year outed as tax-evaders for diverting their funds to the Netherlands, circumventing their democratic responsibilities to their home country of Ireland. And Brad Pitt, Napoleoni points out, may drive a hybrid car, but he and Angelina Jolie use a private jet. Say hello to Hollywood hollow heads. Bush and his brigands are not the only philanthropy-by-proxy enthusiasts. Beavering away to shape public opinion—and policy—about Africa are the likes of Angelina Jolie and rocker Bono. In their capacities as UN goodwill ambassadors, or Time Magazine “Persons of the Year”; in the free access they enjoy to popes and presidents, Brangelina (Jolie + the pug-faced Pitt) and Bono, and their enablers in the media, are dictating the cultural and political script vis-à-vis Africa. And to listen to these self-styled social reformers, one is led to believe that the West is responsible for Africa’s plight. Underdevelopment and poverty; perennial genocides, and spiraling crime—these, apparently, are indirectly our doing. Or so the sanctimonious stars claim when they let down their guard (such as when Jolie intimated to CNN that Africans butcher, mutilate, and rape their compatriots with clockwork predictability, because “We have...we colonized them”). When it comes to development aid, they say we’re stingy and indifferent. If colonialism was our original sin; capitalism is our cardinal sin. Our voracious system of production, these do-gooders typically claim, is a zero-sum game. To wit, the standards of living we enjoy come at the expense of Africa’s poor. Jolie recently complained in an op-ed in Refugees (a publication of the U.N. High Commissioner for Refugees) that it was “a scandal, really, in such a rich world, that we are not even finding a way to help feed refugee families properly.” Jolie has some nerve. The West has given trillions in aid to the Third World, which has precious little to show for it. Ample Western funding aside, even Kristof, an evangelist for foreign aid, has written of clinics, donated and equipped by the West, standing empty. “Go on to the market,” he laments, “and there you may see the clinic's stock of medicines for sale.” Stolen! “Bridges built with foreign aid over streams” are so poorly constructed that the result is “erosion on both banks.” “In Ethiopia, you greet parents cradling hungry babies and explaining that they have no food because their land is parched and their crops are dying. And two hundred feet away is a lake, but there is no tradition of irrigating land with the lake water, and no bucket.” In the essay “Aid: Can It Work?” a frustrated Kristof has detailed many a failed effort to convince Southern Africans, for example, “to grow sorghum rather than corn, because it is hardier and more nutritious.” But because it has been given “out as a relief food to the poor… sorghum [has] become stigmatized as the poor man's food, and no one wants to have anything to do with it.” Hand out infant formula to HIV-infected women so they don't transmit the virus to their babies via breast milk, and the women will dump it before they reach home: “Any woman feeding her baby formula, rather than nursing directly, is presumed to have tested positive for HIV, and no woman wants that stigma.” As a former AIDS counselor in South-Africa, I was told by my female clients what the use of prophylactics portends: African patriarchs don’t like protection; African women risk battery, and worse, should they insist on their, “like, reproductive freedoms.” “In the heart of poverty-stricken Congo,” avers Kristof, “wrenching malnutrition exists side by side with brothels, beer joints, and cigarette stands.” Kristof admits reluctantly that the men spending their money in these fleshpots cannot be persuaded to put it, rather, toward their children. Kristof cites disturbing research suggesting education programs in Africa, also the cornerstone of anti-AIDS efforts, are ineffective. Giving people a pill, conversely, works quite well—only there is no pill against HIV/AIDS. In Africa, HIV/AIDS is a sexually transmitted disease afflicting heterosexuals, predominantly. The fight against it invariably entails the teaching of caution, restraint, and the curbing of instant gratification, to which too many Africans appear indisposed. Irrational superstitions, unfathomable brutality, atavistic attitudes, and self-defeating values—Africa’s plight is not the West’s fault, although, Western governments have compounded the continent’s problems through foreign aid. “The Heart of Darkness” that is Africa is a culmination of the failure of the people “to develop the faculties, attitudes and institutions” (in the words of the brilliant Bauer) favorable to peace and progress.
