This followed reports of tender irregularities within the events management company which allegedly won the tender to run the event, Global Interface Consulting. “I’m the convener,” NYDA chairman Andile Lungisa told journalists in Pretoria when questioned about the controversy. “I’m running the event with Tiago Vieira, the president of the World Federation of Democratic Youth. “I don’t know whether I’ve been sold now to be a company. I’m not an Ltd.” He said NYDA had been approached by the company but that it had failed to deliver and so was not assisting in any way in the 10-day festival. Lungisa said the company, owned by members of the ANC Youth League’s national provincial council, did not have enough capacity. It has also emerged that Global Interface Consulting was not registered with the Companies and Intellectual Property Registration Office. But Lungisa said it was not his responsibility to see to it that the company was registered. “We support people who start initiatives. It doesn’t necessarily mean that if you’re not registered then you can’t work with us because we… must empower the youth.” NYDA reportedly had advertised a contract for an events management company only on August 30, giving interested bidders just 10 days to put in proposals. The contract was on October 29. The "Let's defeat imperialism" festival got off to a slow start with some teething problems on Monday. Many delegates were not attending sessions but rather playing games in Pretoria. The major problem was food, then transport. Some people complained that they were being mistreated and had gone for days without food. Awarded Lungisa, however, hit back. “This is not called a wine and food festival. People will not get a three-course meal. There’s food for people to eat, but no one is going to die after this festival,” he said. In addition, at least four Moroccan delegates were injured in what is believed to be political infighting between them and delegates from Western Sahara. A camera belonging to a delegate from Iraq was allegedly stolen yesterday. But Lungisa defended the anti-imperialism-themed festival, particularly with regard to apparent widespread kissing among delegates. “The kissing game is going to continue,” he said. “They are not in a prison. They are part of this festival. We need to provide an opportunity for exchange.” The number of people attending workshops grew yesterday, in contrast to the scene outside, where groups of mostly South Africans were singing and dancing. Lungisa defended this behaviour, saying South Africa was a nation of song and dance. Meanwhile, the R40 million granted by the National Lotteries Board to the festival was double the amount it gave to the opening and closing ceremonies of the World Cup. And an amount "greater than the entire annual budget for the Cotlands orphanage" According to the Lotto's website it is required to distribute 45% of its funds to charities; 22% to arts, culture and national heritage and 5% for miscellaneous purposes. Wasting taxpayers' money - again, still, whatever! The presidency promised R29m to host the nine-day left-wing youth festival themed "Let's defeat imperialism" but this appeared to be far too little. NYDA Chairman, Andile Lungisa, had been reported as saying they need closer to R370m to cover their costs. And Trade and Industry Minister Rob Davies has revealed that his department also pledged R300 000 towards the festival budget and paid R190 288 for an exhibition stand. Cosatu and the DA both called for an investigation into the grant and a full audit of how the people’s money from the National Lotteries Board and the government was spent. It issued a statement yesterday deploring the reported shambles at the festival in which speakers were not confirmed and did not arrive, seven out of 18 seminars on Tuesday were cancelled and visitors complained of “bad food, a lack of transport and poor co-ordination of accommodation arrangements”. Several dodgy regimes were included in the participants list - North Korea and Zimbabwe is among them.

Treasury Regulation 16A6.4 allows for procurement of required goods or services by means other than competitive bids only if this is impractical, but how could there have been anything impractical in this case?" Bloom asked in a statement. The services provided by GNS, he said, could have been provided by other companies. "This contract also appears to have grown in value, and was not reviewed to see if another company could do it more cost-effectively." He said in awarding the tender, the department did not follow proper tender processes. "It seems highly irregular that Minister Nyanda continues to benefit handsomely from GNS's contract with a Gauteng government department that should have been reviewed long ago," said Bloom. Department spokesman Philemon Motshwaedi has yet to comment. Transnet on Wednesday dismissed two senior managers for manipulating a tender process involving GNS. A disciplinary hearing found the two guilty of dishonesty and misconduct that led to the awarding of a tender for security services at Transnet Freight Rail. The two managers were suspended in November last year. Transnet spokesman John Dludlu confirmed to Sapa that the dismissals were related to a contract awarded to GNS Security Company. And last month, the Congress of the People said it intended asking the Public Protector to investigate Nyanda's business interests. The party alleged his business interests were in conflict with Section 96 of the Constitution and Section 2 of the Executive Members' Ethics Act. This meant he could not undertake any other paid work, expose himself to a conflict of private and official interests, and use his position to enrich himself, or act in a way that could compromise the credibility of government.

At the time, Mathale, though involved in politics, owned several thriving businesses, which may have inspired Malema's business plans. But while Malema is a director of four companies, Mathale is listed as a director of more than 20 businesses, ranging from transport and logistics to mining and property. There are also claims that the two have the final say on who is deployed to municipalities, and the appointment of mayors and municipal managers. The two also apparently make key appointments for state-owned institutions in the province. Cassel Mathale (pic right)Mayors and councillors in Limpopo's five municipal districts and 26 local municipalities are said to oblige Malema's every whim. And this is no surprise, as he has often indirectly threatened them about their futures and positions. At the Peter Mokaba memorial lecture in Vereeniging in September last year, Malema reportedly told the audience that they should "never be scared to iron out problems with your mayors and municipal managers because they are your servants". "We voted them into power so that they can serve us and not enrich themselves or those close to them," he said. Yet ANC leaders and opposition members in the province are concerned about the "irregular awarding of tenders". One senior official in the province, who declined to be named for fear of reprisals, said records of tenders awarded to Malema's companies and scores of other businesses were often not included in the provincial government's computer system. He said many were unaccounted for owing to lax auditing and due diligence. This may explain why there are scores of businessmen and women waiting to meet Malema on any given day outside his seventh-floor office in Luthuli House, Johannesburg. Malema's dodgy R27m roads and bridges washed away

It reported that communities affected were demanding that authorities force the company to repair the infrastructure or take legal steps to recoup the money spent. City Press visited several SGL projects in the past week. "At Kgapane Township, about 120km east of Polokwane, only a portion of one of the two bridges constructed last year [is] still in place," the newspaper reported. "A bridge built at the township's Meloding Section is effectively a hill of soil covered with pavement. It has no concrete layers. The department was not suggesting any wrongdoing on the part of the company, National Airways Corporation. "But we are investigating possible collusion between some of our officials and their employees," he said. Typical of the instances of overcharging was billing six hours for a flight from East London to Mthatha, and six hours back. The department had suspended several of its officials in connection with the scam, and referred matters to the police for investigation, Kupelo said. The province's head of emergency medical services, Shanks Maharaj, was suspended last year following an investigation into a R95 000 jaunt to Bloemfontein in an air ambulance at the department's expense. The plane was used to fly officials to watch a Confederations Cup match between Spain and the United States. Maharaj resigned earlier this month, without having gone through a disciplinary enquiry. Among eight other officials suspended last week, also in relation to the flight, are a provincial operations manager, three heads of ambulance centres, a secretary, two emergency fleet managers and the deputy manager of an ambulance centre. They would face a disciplinary hearing next week. He said the department had identified 411 irregular contracts worth some R49 million awarded in this way in the 2008/9 and 2009/10 financial years. Among them was one awarded to a security company to service about 15 clinics in the East London area, for which the company was now demanding payment of R164 000.
