Since when did OUR money become THEIR wealth? Not any more! My money is out of ABSA! I am from tomorrow an ex Absa Private bank client ....... Boycott ABSA and their affiliates, do not support anything ABSA is a sponsor of! Action this as something you HAVE to do, because if you don't this kind of thing will simply not stop! Today. Tomorrow. Never! Good riddance to pathetic service and ridiculous bank chargers "Dear Absa..." I am deeply concerned about the alleged discriminatory communications issued to Oregan Hoskins by my bank Absa. My money is obviously not good enough because of the colour of my skin and I have made the decision to move ALL of my accounts to another bank, a bank that puts all of its paying clients first. Absa uses our money to invest in sports like rugby and sponsor them and then have the cheek to shun and insult their white customers by demanding quicker transformation in rugby without addressing the real issues at hand. Since when does a bank adopt a political stance in sport and interfered to score cheap political points from the government? I guess maybe it’s because they want their business, unlimited funds is an attractive client, and the government seem to have endless reams of cash? Who knows? What I do know is Absa is a BANK, not a political bargaining tool. It is disgusting, and as a progressive thinking young person I am dismayed at Absa's poor foresight and lack of respect for its clients who are a mix of all races. I may not be your biggest client, but I do know that all your little clients added together make up your biggest client and a lot of them are dismayed with your attitude towards them. FOOD FOR THOUGHT: We are 15 years into the transformation process and it is not working in business and in sport because there is not enough quantitative investment by government and private companies at the grass roots level. When I talk about investment, it’s not just about throwing money into something. It’s about investing time, and commitment for the long haul. Young white kids like me grew up playing rugby; I was literally born with a rugby ball in my hands. You can’t just force black players into positions and by doing so ruin their careers, look at how many black players springbok careers have been destroyed because of transformation and coaches being forced to play players who just aren’t ready and haven’t had the correct sustained coaching and investment from a young age. Do you think players like Fourie Dupreez woke up one day, went to a two week rugby coaching academy and was “transformed” into the best scrumhalf in world rugby? No, he has practised for hundreds and hundreds of hours from the age of 5 and fought hard to be at the top. Rugby is a religion to many of us and we are born into it. Where are all the development clinics, and rugby facilities in poor areas? And I am not just talking about “fly by night” clinics and clubs that set themselves up to make a quick buck and then disappear with all of the investment capital in their pockets, I am talking about a professional sponsored model, similar to the Australian model that develops players at club level from a young age and is constantly monitored. What mechanisms are currently in place to monitor development? Transformation needs to start at the beginning and work its way up to the top, and not the reversal which is what you are suggesting. Those black players that you want to see playing first class rugby need to be developed from 6 years old, they can’t just be created when they are 18, totally inexperienced and thrown to the lions. No pun intended. So before blaming the unions and demanding certain transformation conditions for continued sponsorship, maybe it’s time to look at the causes of the symptoms that you are not happy with in SARU. Maybe it’s the sponsors that are putting their money in the wrong places and wanting the most exposure possible, so called bang for their bucks, after all nothing is free in this world. Spare a thought for those white kids too young to know what discrimination against blacks was. Imagine being told you’re good enough, but not black enough. Try to make sense of that from a liberal perspective, and what resentments are planted in that young impressionable mind where there were none to begin with? We forget sport is about winning. Sport has as much to do with politics, as Selebi has to do with scruples. We need the best players and coaches in order to win and remain competitive. And I am afraid to say being the best has nothing to do with the colour of your skin, it has to do with your abilities. If young black kids are not being developed properly it is not the fault of current white players selected on their abilities. These things take time, and as we can see we cannot force transformation from the top down. Today, tomorrow, together….. remember? Worldwide Protest Against "the ANC - Murderers!"

Sweden: Protest against the genocide in South Africa On Saturday the 17th of April 2010, the Swedish Resistance Movement (Svenska Motståndsrörelsen) marched to the South African embassy in Stockholm, housing representatives of the ANC government. We hold the ANC responsible not only for the murder of Eugéne Terre’Blanche, leader of the Afrikaner Weerstandsbeweging (AWB), but also for the ongoing genocide of whites in South Africa. Eugéne Terre’Blanche dedicated his life to the struggle for his people and a sovereign state for the white Boer people. Tragically his life ended, just like thousands of other white farmers, brutally murdered by blacks. Several thousands and yet more, are those who mourn the loss. We shall never forget his sacrifice! The letter, written by DPNI Head of the Central council, Basmanova Vladimir Anatolyevich, also called for fair representation and protection for the White minority in South Africa: In connection with the murder of prominent politician and South African citizen Eugene Terreblanche due to his race and ideology, as well as in connection with the systematic violation of the rights of White people in South Africa, we require: 1. Providing quoted number of seats for parties representing the interests of the White majority (such as the Freedom Front Plus, revived nationalist party, and etc.); 2. Stop discrimination against whites; 3. Punish those responsible for the murder of Terreblanche, including Julius Malema, who sang “Kill the Boer”; 4. Develop programs for the return of the White citizens of South Africa (most of which are also highly skilled experts, the massive influx of which could significantly contribute to the development of the republic as a whole) who were forced to leave the country due to high levels of racial discrimination (providing a package of social guarantees, funding for development, soft loans for housing purchase and improvement); 5. Cancel job quotas for Blacks in South Africa; 6. Select state subsidies vigilante groups of white citizens; 7. Recognize the national currency of Orania, and the right to develop its own independent media; 8. Recognize the right of the Boers to establish their independent state – Folkstaad or cultural autonomy in the north-east of the country; 9. Curb illegal immigration from neighboring African countries. A second letter was sent to UN Secretary General Ban-ki Moon, calling on the international body to address the ongoing discrimination against Whites by the South African government: We, as Russian Public Movement Against Illegal Immigration (DPNI), require from the United Nations to adopt the following measures to ensure security at the South African republic of all persons, regardless of their race, basing on respect of human rights and without double standards: 1. Confirm the right of the Boers to establish their independent state – Volkstaadt or cultural autonomy in the north-east of the country; 2. Consider the issue about establishing a system of financial and humanitarian support for the creation and development of White autonomy, allowing the White population of South Africa to realize their right for national development, as modeled by Orania; 3. To elaborate recommendations for the elimination of discrimination of the White population in South Africa; 4. To abolishing the quota of jobs for Black people; 5. To grant quoted number of seats in Parliament to parties which are representing the interests of national minorities (such as the Freedom Front Plus, Revival Nationalist Party, and etc.); 6. To promote legalisation of the national currency of Orania, the Oranim, and offer the right to develop their own independent media; 7. In case of continued discrimination of White ethnic minority, and pressure on the political opposition, representing their interests of white people, countermeasure is to suspend the membership of South Africa in the UN; 8. To place limited peacekeeping contingent on the territory of South Africa to protect the rights of national minorities, to stop ethnic purges, as well as reducing the level of blatant criminality in the country; 9. Develop programs to address the problem of illegal immigrants, which according to some sources, numbers more than 25% of total population. It is known that illegal immigration is directly proportional to the level of crime, including motivated by racial hatred; 10. Strengthen the monitoring of human rights of the White population in other African countries, especially in those where the White minority has traditionally exercised significant social, economic, political activity, such as Kenya, Ethiopia, Angola and Mozambique. But the SA tourism department does not believe the recent turmoil surrounding Julius Malema or the murder of Eugene Terre’Blanche will have “any meaningful impact on tourism”, and is “not currently aware of any cancellations that can be directly linked to recent events. “We believe that our well-deserved reputation as a world-class destination has not been compromised, and we have full confidence that South Africa will host a very successful World Cup,” said spokesman Ronel Bester. “We remain very positive about the expected visitor numbers for the World Cup, the economic boost to our country and the unparalleled marketing South Africa will receive… As a country we received more than 9,9 million foreign arrivals last year and experienced growth of 3,6% – whilst global foreign arrivals declined by 4%.” The SA Tourism Services Association (Satsa) has not received any reports of cancellations from tour operators and believes the tournament will “put SA on the map in a very positive way”. While Satsa communications officers yesterday bemoaned “shocking, sloppy and sensationalist” reports of “machete-wielding gangs” in some British newspapers, it believes the only way to counter such negativity is to “tell our side with dignity”. “There has been a rapid response to these issues by the police and the President, and the majority of people are actively seeking peace,” Satsa said. Match, Fifa’s exclusive agent for 2010, was recently criticised for failing to drop prices quickly to adapt to the changing market conditions. The organisation earlier returned 450 000 of bed nights it had reserved, as South African Airways (SAA) unreserved 45 000 domestic flights. Dutch soccer federation KNVB has meanwhile scaled down estimates from an expected 12 000 visiting fans, to just 5 000.

The Solidarity union has filed applications in the Labour Court in Johannesburg contesting appointment and promotion policies in the police force and prison service saying whites are suffering from racial discrimination. South Africa has one of the highest levels of violent crime in the world with at least 50 murders a day. Some commentators say insufficient resources and a lack of personnel impede the police force's ability to do its job. Solidarity secretary-general Dirk Hermann said SAPS were more concerned with meeting affirmative action quotas established to address the wrongs of apartheid than filling vacant positions with competent officers. "There is currently a practice in the SAPS, for the sake of the ideology of representation, to rather leave posts vacant or scrap them instead of appointing experienced white police members in the posts," he said at a news conference. "Representation has become the most important driver for the SAPS, instead of pursuing their main objective, namely to protect all South Africans." Nine cases have been filed against the SAPS and one against the prison service alleging white Solidarity union members were being denied promotion or not being re-hired because of the colour of their skin. The SAPS could not be reached for comment although blacks now make up a majority of the police force, reflecting their 80% proportion of the overall population, a 2005 study showed that blacks only made up 44% of senior officers. - Reuters

The black ANC government regards the decision as absurd because, in its view, the wave of criminality, which plagues South Africa since the black government took over in 1994, effects both black and whites, not only whites. Besides the fact that the government's view is an admission that it cannot fulfill the basic function of a government, viz., to protect its citizens, it is also an oversimplification of the situation and a distortion of reality. The government tries to ignore the consequences of its own legislation adopted since 1994. Just as the white government before 1994, the black government itself chooses to make race determinative of the content of South African citizenship. It is its legislative structure and political policies that should be scrutinized in order to determine whether or not the system is oppressive against whites on account of their race. The high criminality, especially against whites, and an inability to protect its citizenry in this regard, is just one effect of the legislation and policies. One of the first serious signs of an anti-white political scene was when the ANC member, Peter Mokaba, began with the political slogan, "kill a farmer, kill a Boer" after the black government took power in 1994. He was later appointed a member of Nelson Mandela's government. This political slogan became regular features at ANC meetings and was also shouted at his funeral and in the presence of various high functionaries of the state. Nobody was reprimanded by the state for allowing, participating or acquiescing in this practice and no official resigned because of it. Anywhere in the world, except South Africa, such behavior would have been regarded as instigation to murder. Although it is an offense to instigate murder, nobody was prosecuted for this practice. It was originally simply regarded as an exercise of the right to free expression. The influence of the slogan on young and illiterate, and not so illiterate, blacks was never determined or tested in a court of law. The legislation adopted since 1994, has the effect that the civil service, openly and as stated policy, discriminates against whites, that numerous, almost about all, whites lost their positions in the public services on account of their race, that on account of race managerial positions in white owned companies must be granted to blacks, that a certain number of shares in white owned companies must be transferred to blacks, that white owned farms must be expropriated on behalf of individual blacks and not for public purposes as is internationally required and that the study places for whites at universities, especially for the professions, are limited. These are just few examples explaining the purpose, and effect, of the legislative program adopted since 1994. The government describes its policies openly as the Africanization of South Africa. The similarities between this policy as reflected in legislation and that followed in Nazi Germany after 1933 are amazing. The Nazis called their policy Arisierung, or Germanization, and it was aimed at the Jews. On the international level it is difficult to regard Africanisation as legitimate if Arisierung is also not so regarded. Because nobody considers Arisierung to be legitimate, it is objectively difficult to view Africaniszation to be anything else than unlawful. The German policy of Arisierung underwent a change for the worst after 1939, which can even be seen as a dangerous pointer to what might be the end result of Africanization if it is not timely identified for what it is. The view that the South African constitution legitimizes the race-based legal structure originates from the black governing elite: it is the political correct thing to say according to the black governing party for those subject to its policies. Affirmative action, however, can only be justified on an individual basis, that is in respect of individuals whose rights were in reality violated previously. These violated rights should be remedied by affirmative action and then only on an individual basis. Affirmative action cannot be used as justification for legitimizing a totally race-based legal system in which the beneficiaries can even be foreigners, provided that they are black, as is the case in South Africa. The purpose with the new constitution was to abolish a race-orientated legal structure, not to entrench it. If a government creates a legal structure which allows people to chant slogans openly to kill members of another race, that your job can be taken on account of your race, that your land can be expropriated on account of your race, that companies and shares can be taken over on account of the race of the owners, it is certainly one that also sends a clear message to criminals that they may attack the members of that race, who are legally regarded as untermenschen, with impunity. Just as the National Party’s discriminatory approach to education favouring whites over all others led inevitably to the loss to society of the latent talents and energies of millions of its people, so such discrimination will now lead to distortions in our young democracy. For example, at the University of Cape Town the medical school demands that black students score an average of 74% in the National Senior Certificate, coloureds 78%, Indians 88% and whites 91%. Now it does not take genius to grasp that over time this will result in a small number of brilliant white doctors being produced while those of other races will always be regarded as not being quite up to scratch. It is one matter to enforce quotas on rugby and cricket teams which, by the way, the very recipients of such favouritism resent as it casts doubt on their own abilities. No one wants to be a token. Just ask those young men. They want to be selected on merit. When the light-fingered and intemperate (in more ways than one) Manto Tshabalala-Msimang had her liver transplant one can be sure that she was not the slightest bit interested in the race of her medical team. Such is the inanity of these neo-apartheid practices that in one instance an Indian girl was rejected by UCT on the grounds that she was white. Hendrik Verwoerd must be smiling in his grave. Race has nothing to do with the ability to practice medicine. Recently a black radiologist inserted needles deep into my spine in a delicate procedure in which he used considerable expertise to train highly sophisticated scanning instruments on precisely the points he needed to inject. Thankfully there are some sane voices in this debate. For example, according to Cape Town Alive, UCT philosophy head Prof David Benatar said it is disadvantage itself, not race, that should be the qualifying factor – even if the majority are black. He added: “The very classifications that were regarded as ludicrous then are now deemed vital to ‘redress’.” Eminent educationist Prof Jonathan Jansen is equally outspoken, describing UCT’s policy as perpetuating apartheid philosophy. He says UCT is “oversimplifying this, waving the race card 15 years after democracy.” He points out that “more and more students coming to UCT are black middle-class kids who went to Rondebosch Boys or Bishops and had all the benefits of private education.” So according to UCT’s racist design, a poor white kid who struggles through a government school achieving a 90% pass will be excluded from the medical school in favour of a black kid whose parents could afford to send him to a privileged private school and who managed to scrape by on 74%. And seeing that UCT has regressed to neo-apartheid values, how would they treat the kids of Tokyo Sexwale, the BEE billionaire who could one day be our President and who is married to what our race classification describes as a “white” woman. What will UCT demand of the Sexwale kids? Do they have the guts to answer that question?

Helen Zille's appointment of the Western Cape provincial cabinet has been heavily criticised over the past week. The main objection has been that, regardless of the merits of the individuals concerned, far too high a proportion of her provincial cabinet possess male genitalia. A subsidiary objection is that too many of her appointees are ‘white'. These two objections have coalesced into the complaint that Zille has appointed a ‘predominantly white male cabinet.' This is, according to the ANC and various commentators, intrinsically ‘racist.' In a speech last week ANC secretary general, Gwede Mantashe <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=128829&sn=Detail">observed</a> that Zille's appointments did not reflect the racial demographics of the province. "In a province where the coloureds are 54 per cent, Africans 24 per cent, Whites 22 per cent and women 50 per cent, Helen Zille's cabinet is 60 per cent, White males. It is actions of this sort that must be taken up. The racist and right wing content of the DA programme must be exposed on a constant basis." In his response to the controversy COPE's parliamentary leader, Mvume Dandala, <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71654?oid=129252&sn=Detail">also stated</a> that "the racial make-up of the [Western Cape] Cabinet is also not adequately representative of our society." The Sunday Times meanwhile <a href="http://www.thetimes.co.za/PrintEdition/Article.aspx?id=1000686" target="_blank">described</a> Zille's executive as a "circa '70s Nat-looking cabinet" (simply because six of its ten members were white men.) Funnily enough, it was the avowedly Africanist <a href="http://www.citypress.co.za/" target="_blank">City Press</a> which exposed the hypocrisy underlying these complaints about the lack of racial ‘representivity' in the Western Cape government. As it pointed out in an editorial (and news report) on Sunday, the cabinets of Mpumalanga, Eastern Cape, Free State, and North West "are all black [African]. That is hardly representative either, but no one was making an issue of that." Indeed, the ANC has only appointed two white MECs - both women - in their eight provincial cabinets. In other words, ANC premiers have not appointed a single white man to any of the eighty MEC positions they control. Whites thus make up 2,3% of the provincial cabinets outside of the Western Cape, and white males 0%. White South Africans constitute between 11% and 12% of the electorate. Across the whole country there are 99 provincial cabinet positions - including premiers. Nine of these positions (or 9,1%) are currently occupied by whites, and 6 (6,1%) by white men. This means that, according to the sacred principles of racial bean counting, whites are actually marginally ‘under-represented' in provincial government. If Zille's opponents get their way - and her democratically elected cabinet is replaced by a demographically representative one - then there would be only one white male (or 1% of the total) in all the provincial cabinets of South Africa.

In the 1930s white South African politics was consumed by the fear of miscegenation and race intermixture. Today, black South Africans are kept from voting for the Democratic Alliance by an equally irrational and unfounded fear of that party returning South Africa to apartheid (something the ANC deliberately <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=118744&sn=Detail">stokes</a> in their canvassing.)This does not mean that South Africans don't have anything to worry about, just that their fears have often been wholly misdirected. As Rian Malan noted in the Mail & Guardian last week: "South Africans ought to be obsessed by one question only: what went wrong in the rest of Africa and how do we avoid the same fate?" What South Africans arguably need to most fear in this regard is less some peculiarly African pathology and more a powerful and enduring Western racialism. If South Africa is to escape the fate of the rest of the continent a great deal will depend on whether it has the innate strength to counteract it.It has not done too well so far. The <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=118604&sn=Detail">racial policies</a> implemented by the ANC under the direction of Thabo Mbeki required that all institutions - at all levels - reduce the proportion of white South Africans to their marginal percentage of the population. This project has required racial discrimination against ‘whites' in employment, university admissions, government contracts and tenders, and so on.Such policies have largely succeeded in driving white South Africans out of the public sector - with disastrous consequences for state capacity - but progress in the private sector has been more uneven. The reason for this disparity is simple. As The Economist's Robert Guest <a href="http://www.opinionjournal.com/extra/?id=110006066" target="_blank">noted</a> back in 2004, "Unlike private companies, the government finds it easy to hire by race rather than merit, because it has no competitors and cannot go bust. This is nice for the blacks it employs, but less good for the much larger number who depend on the state for health care, water, roads and pensions. The state does not even try to deliver these services cost-effectively." Before their defeat at Polokwane the Mbeki-ites were planning to pass an <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71639?oid=102096&sn=Detail">Expropriation Bill</a> the main purpose of which was (again) to reduce ‘white ownership' of the economy and commercial agricultural to that group's proportion of the population.There were always two powerful grounds for objecting to the Mbeki-ite racial agenda. The first is that there have been many other countries in Africa where such ‘Africanisation' measures have been implemented; and the economic consequences have invariably been disastrous for black and non-black alike. The second is that the principle being applied - that of ‘demographic representivity' - has an impeccably racist European pedigree.This idea, that it is unacceptable for a racial minority to take up a share of any centre of power or influence greater than its proportion of the population, was central to European anti-Semitism in the 1930s. For a minority to excel beyond the limits of its demographic confines was regarded as abnormal, intolerable, and a product purely of the exploitation of others. This principle was invoked by the NSDAP in Germany in their anti-Jewish propaganda in 1934 (see <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71639?oid=119229&sn=Detail">here</a>) and it subsequently spread across Europe. Its influence even extended down to the southern tip of Africa. One convert, at least for a while, was the editor of Die Transvaler, Hendrik Verwoerd (see <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71656?oid=87773&sn=Detail">here</a> for his 1937 treatise on the topic). In 1938 - under pressure from Nazi Germany - Hungary passed the "first Jewish law" to correct the problem of Jewish ‘dominance' of the economy and professions. The provisions of which <a href="http://books.google.com/books?id=5_OXOwvjqjwC&pg=PA116&lpg=PA116&dq=%22%E2%80%9CIndustrial+and+commercial+undertakings+and+banking+houses+employing+more+than+ten+persons%22&source=bl&ots=Igb3YR5epl&sig=szu6jNIo6bgDMzf5R47m0S3ResI&hl=en&ei=cBOnSdCoKqKHjAfXm" target="_blank">were as follows</a>:"Industrial and commercial undertakings and banking houses employing more than ten persons are given five, or in certain years ten, years in which to adjust the proportion of employees and of salaries, bonuses and so on, to conform with the general rule that does not allow the Jewish share under any of these headings to exceed twenty percent of the total. In chambers of industry and commerce and in the legal, medical, and engineering professions, new Jewish members will be admitted at the rate of only five percent, until the Jewish population is reduced to the limit of twenty percent."Similar legislation was passed in Slovakia in 1939. One aim of this law was, an American diplomat noted at the time, to limit Jewish "participation in the free professions....The problems connected with the role of the Jews in the medical profession, with Jewish predominance in business and finance, and with Jewish ownership of land still remain for future legislative treatment."Having excluded Jews from public service in a statute 1940, in 1941 Vichy France passed another to settle "the role it is appropriate" for Jews to play in their "private activity in the national economy." One history of the period <a href="http://books.google.com/books?id=Q7ORlIpHKLEC&pg=PA145&vq=quotas&dq=%22his+plan+would+further+eliminate+the+specific+and+understandable%22&source=gbs_search_s&cad=0#PPA98,M1" target="_blank">describes how</a> a "massive purge of Jews from the liberal professions, commerce, the crafts, and industry" followed. "The first statute had promised to impose a numerus clausus in the liberal professions; this project was now implemented by a veritable assembly-line production of decrees of application between June and December 1941. Jews were limited to 2 percent of one profession after another - medicine, law, pharmacy, and so on: and Jews were limited as students to 3 percent in institutions of higher education."It was not just those living under Nazi occupation who had become obsessed with the ‘Jewish question.' Following the liberation of French North Africa the allied leaders met at Casablanca in January 1943. According to an official account of the meeting US President Franklin D. Roosevelt proposed that "the number of Jews engaged in the practice of the professions (law, medicine, etc.) should be definitely limited to the percentage that the Jewish population in North Africa bears to the whole of the North African population." The aim of Roosevelt's plan was, apparently, to "further eliminate the specific and understandable complaints which the Germans bore towards the Jews in Germany, namely, that while they represented a small part of the population over fifty percent of the lawyers, doctors, school teachers, college professors, etc. in Germany were Jews."The defeat of Nazi Germany, the discovery of the extermination camps, and (perhaps) the establishment of the state of Israel, all worked to discredit such anti-Semitism post 1945. Yet, although Jews were no longer regarded as a legitimate target ‘demographic representivity' endured as a Western ideal. This old anti-Semitic principle proceeded to be heated up and dished out to one productive racial minority after another in Africa following the retreat of Empire. This was usually done with the encouragement and connivance of much Western intellectual opinion. It was moreover Western educated African nationalists like Robert Mugabe - black white racists - who were the most ruthless advocates of this doctrine. Thus, although the targets have shifted over the years, this particular strand of Western racialism has endured up to today.There was an illustration earlier this week of how powerful and accepted it remains in the West. Every year the US Department of State publishes its <a href="http://www.state.gov/g/drl/rls/hrrpt/2008/" target="_blank">country reports</a> on human rights practices. Each report has a section covering the issue of discrimination - if any - against "national/racial/ethnic minorities" in that country. Presumably, the intention is that if the government of a particular nation deprives citizens of a minority group of the right to equal treatment - and discriminates against them - this should be flagged as an issue of concern.However, in the country report on South Africa <a href="http://www.state.gov/g/drl/rls/hrrpt/2008/af/119025.htm" target="_blank">published</a> on Wednesday this week this is all turned on its head. The relevant section notes, accurately if somewhat euphemistically, that "the law requires employers with 50 or more employees to ensure" that those "legally defined as ‘Blacks' (including ‘Africans,' ‘Colored,' and ‘Asians,' and collectively constituting more than 90 percent [sic] of the country's population) are represented adequately at all levels of the workforce." In other words, the ‘white' share should ideally not be allowed to exceed ten percent of the total. Yet far from seeing the application of this principle as in any way problematic the report makes clear that it regards such "antidiscrimination legislation" (!) as necessary and desirable.Indeed, it is the continued ‘overrepresentation' of the white minority in the higher activities of the economy is seen as the problem - not the discriminatory measures being used to displace them (or the deleterious consequences that result). According to the report's moral narrative government efforts to push the white minority out of private sector employ have not proceeded fast or far enough. Notwithstanding this legislation, it states, the Department of Labour's 2007 Employment Equity Analysis "reported that Blacks remained underrepresented, particularly at the professional and managerial levels. According to the report, only 22.2 percent of top management positions, and approximately 36.5 percent of professional positions, were held by Blacks, and Black women remained by far the most disadvantaged group in number and quality of management or skilled jobs."The report predictably makes no mention of <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=107983&sn=Detail">the purge</a> of non-black South Africans from state employment throughout the Mbeki-era, or the <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=86906&sn=Detail">racial quotas</a> that have been applied in the universities during the same period. One could of course dismiss this report of being of little consequence. But this would be a mistake. Those South Africans opposed to racial discrimination in the apartheid era, and who believed in a basic community of interests between black and white, could always look to Western opinion for external moral and intellectual affirmation. Clearly, no such luxury exists today.
