An open letter to SA’s leadership...

Which way are we going? 2. Why? 3. Can we find a better way forward? Apart from racial policy, the institute I head has been documenting almost every aspect of South Africa since our foundation in 1929. It was inevitable then that when the ANC came to power in 1994, people asked us why South Africa should not become just another African disaster. I gave the usual list of advantages: a greater pool of skills, good infrastructure, a resilient private sector, our strong international economic linkages, a tradition of political pluralism, independent trade unions, a free press, and the vigour of our NGO sector. Since then the country has won golden opinions for macroeconomic policy management, reflected most recently in a heavily oversubscribed 30-year government bond. Despite this, we now learn almost daily of things that prompt the question once again: are we headed for the list of African failures. Recently an outbreak of foot-and-mouth disease occurred because a vital border fence with Mozambique had been neglected. Such problems are not isolated. We have slipped further down global tables as a destination for mining investment, police behaviour seems to be increasingly lawless, maternal and infant mortality rates are rising, millions of schoolchildren have started another year without textbooks, and the country's commercial capital is run by people who are out of their depth. We also have much higher rates of youth unemployment than countries to the north that recently chased away their rulers. Specific problems aside, among the main reasons we are going wrong are the following: •Affirmative action, which has denuded the State of both skills and institutional memory •Labour laws which protect unionised workers at the expense of the jobless •The cadre deployment policy, making loyalty to the party a key criterion for appointment to offices of state, and •Use of a model of government which makes elected institutions more accountable to party headquarters than to voters. Apart from policies and practices, the problems confronting us arise in part from assumptions and attitudes that affect the policy environment. These include: •limited understanding of what entrepreneurship requires •ideological hostility towards business •poor appreciation of how markets work or even antipathy towards them the belief that the pockets of our small number of major taxpayers are bottomless, and •too much faith in the efficacy of the State, leading to more and more regulation To these harmful factors must be added others: •corruption said by the deputy president to be "worse than anyone imagines" •lawlessness on the part of the State •a love of the grandiose, such as new bullet trains to Durban while we can't fix commuter rail services •the callousness towards ordinary people found all too often in service departments, and •no accountability even for preventable deaths of mothers and babies in public hospitals Then there are two key problems in the way policy is made. One is a habit of putting the cart before the horse - for example, embarking on ambitious education or health schemes without first fixing the basics such as training enough teachers and reversing the decline of public hospitals. The second is failure to apply the lessons of admitted mistakes. To its credit, the Government has admitted the failings of outcomes-based education but the ANC nevertheless plans to forge ahead with a national health system without considering the State's capacity constraints. These various aspects of our problems show that we are facing not just a few wrong-headed policies, but a challenge arising from the very nature of the Government and how it runs the State. Most of them have a direct impact on business. Part of that challenge arises from the fact that the ANC is not a normal political party. When a party with a two-thirds majority in Parliament is still committed to a "national democratic revolution," we must ask what it is that they wish to stage a revolution against. The economic system? Probably. Democracy? Perhaps. The rule of law? Very likely. The Constitution? Possibly. The Press pays little attention to the national democratic revolution, but the ANC is committed to it. This is one of the risks we face. Another is that tougher affirmative action requirements lead to a drain from the country of the most skilled segment of the population. Yet another is that public spending gets out of control as the ANC promises more free things to more people and puts more of them on to the public payroll, including now members of Umkhonto we Sizwe. We might also see a more rigid labour market, destructive interventions in agriculture, attenuation of property rights, damage to private health care, more malfeasance with mining licences, further corruption of the criminal justice system, and more local governments collapsing. It is ironical that we are expanding our social security commitments at the very moment when rich countries are having to cut back. It is also ironical that we are seeking to extend controls of the labour market while Europeans are trying to make their labour markets more flexible. A further piece of irony is that we are lengthening the arm of the State at the very time when China and India are continuing to liberalise economically, when parts of Africa are liberalising, and when even Cuba is showing signs of liberalisation. I have painted some dark clouds and the challenge now is to find the silver linings. Like a contrarian investor, we must look for signs of change that may not be obvious. One of these is the very fact that the Europeans, the Chinese, the Indians, and the Cubans have been here before and are having to reverse thrust. The international context in which we make policy has changed. Africa is also having to pay more attention to good governance than in the past. Already, some African countries are more attractive as mining destinations than we are. If we don't look out, we may find that our lead as the most important economy in Africa is shrinking. Despite the ANC's close historical ties with the Communist Party of the Soviet Union, it was unable in 1994 to follow a communist path because the USSR had in the meantime imploded. As welfare and dirigiste states elsewhere come under pressure, so will the ANC have to recognise that those role models are also unworkable. Despite this country's achievements since the advent of democracy in 1994, we are pursuing an unworkable political model. This model will have to be abandoned just as communism and apartheid had to be abandoned. How long this will take I do not know. The evolution of liberal democracy can be a slow and difficult business. But we need to find ways of helping the process along, while also trying to minimise the fearful human and economic damage that may be done in the interim. Among the reasons why apartheid disintegrated, two are relevant today. One is that its contradictions - notably the belief that you could run a modern economy without exploiting the skills of the whole population and granting them political rights - became unsustainable. The second reason was that, as the policy crumbled under the weight of critical scrutiny and its own contradictions, the ruling elite began to lose faith in it. Disillusionment spread from the Dutch reformed churches, to the Afrikaans Press, to academia, to business, to the ruling party, to the Cabinet, and not least to the Broederbond. This made Mr FW de Klerk's bold actions on 2nd February 1990 both necessary and possible. Parallels between the last 25 years of National Party rule and the first 15 years of ANC rule are becoming quite striking. The most obvious is on racial policy. The NP thought it could run a successful economy without fully exploiting the skills of the black population. The ANC thinks it can run a successful state without fully exploiting the skills of the white population. The evidence that this cannot be done is apparent all the time at all levels and in all branches of government. And it is beginning to cause instability at local level and hurt the party. Unfortunately, however, one of the parallels with our past is that failed policies are sometimes intensified rather than abandoned. This happened with the pass laws, for example, before PW Botha finally repealed them in 1986. It may also happen now with the Employment Equity Act, with its provisions for heavier fines to enforce racial quotas upon all employers - when the Government cannot even get Denel, or Eskom, or SAA, or Transnet to meet its racial targets at management or skilled levels. But there are other parallels. Just as the National Party steadily lost support among the intelligentsia, the same is happening with the ANC. Some black newspaper editors and journalists are at least as critical of the ANC as their white counterparts. In discussions with black business leaders over the past few months, my Institute has been struck how some of them have become very critical of the government - more so than most of their white counterparts. Moeletsi Mbeki probably speaks for more people than we think. Some of the squabbles in the ruling tripartite alliance are about spoils and patronage, but others are about policy. There are divisions over whether "decent" jobs should be placed above the need to generate more jobs. A growing minority is beginning to question the deployment policy. Others would like to have a professional civil service instead of one subject to ministerial whim. Racial policies are now also becoming a source of division, as we saw last week with Trevor Manuel's public attack on Jimmy Manyi. This spat is causing the ANC to tie itself into knots. When my Institute pointed out that forcing employers in the Western Cape to conform to the national racial breakdown would necessitate the (illegal) dismissal of thousands of coloured workers, President Jacob Zuma said companies would have flexibility to conform to national or regional demographics. This, however, is not what the proposed amendment to the Employment Equity Act says. Now the general secretary of the ANC, Mr Gwede Mantashe, has weighed in to the effect that national companies will have to use national demographics and provincially-based companies provincial demographics. This is the opposite of the flexibility of which Mr Zuma speaks. In November last year the minister of finance, Mr Pravin Gordhan, told an audience in London that economic empowerment policies designed to improve the standard of living of the black majority after 1994 had not worked. After all the employment equity, labour, and land reform legislation, not to mention hundreds of billions of Rands in BEE deals, this is quite an admission. In the short term it may lead to an intensification of failed policies, but in the long term these policies will have to be abandoned. The new constitution ushered in democracy in 1994. Ironically, however, the ANC's model of government - based on the Leninist idea of "democratic centralism" - in terms of which party headquarters dictates to local communities whom they must elect - is causing growing dissatisfaction at local level as the municipal election on 18th May approaches. Though many officials are hostile to white farmers, others recognise that no one else has the expertise to reverse the failures of land reform. Despite antipathy to the private sector, some of the ruling elite see a growing role for it in getting our ports working more efficiently, in electricity generation, in the rescue of local government, in AIDS testing, and in sorting out the problems of further education and training colleges. Indeed, as the failings of the State become more and more apparent, thanks in part to a critical media, more and more people in government will turn to the private sector for help. Even Cosatu wants private sector involvement to be mobilised when Postbank gets a banking licence. These inconsistencies will multiply as the ANC continues to pursue mutually contradictory policies. Promises of creating millions of new jobs are incompatible with key components of official policy, among them affirmative action, the deployment strategy, restrictions on immigration, tightening up the labour market, and adding to the regulatory burden on business. Eventually the contradictions will become unsustainable. Either some of these key policies will have to be jettisoned, or the quest for millions more jobs will fall by the wayside. In the meantime, what do we do? The first thing is to keep exposing the contradictions, so providing arguments for those in the ruling alliance who wish to see more realistic policies. Arguments for the liberalisation of our damaging labour laws need to be refined and intensified. The climate to do this is now more favourable than at any time since 1994. I suspect that affirmative action and cadre deployment policies have also done more damage to this country than most people care to admit. Can you really run a modern industrial state if you would rather leave posts in the public sector vacant than appoint whites to them? The major victims of this folly have been blacks rather than whites. The connection between these policies and lost growth and investment, high unemployment, shoddy RDP houses, inability to obtain social grants or medicines, preventable maternal and infant deaths, high crime rates, perilous roads, poisonous rivers, mismanagement of flooded dams, fraudulent passports and IDs, and a great many other problems needs to be repeatedly pointed out. The ANC's economic objectives simply cannot be achieved while everything is subordinate to racial ideology and the imperatives of the "national democratic revolution". This message needs to be hammered home without reservation or apology until a critical mass of opinion within the ruling alliance comes to recognise it. Secondly, it is necessary to stand firm in the defence of vital practices and institutions as they come under increasing threat, not only the rule of law but also academic freedom, independent civil society, a free Press, an independent legal profession and prosecution service, and independent courts. It is also necessary that organisations other than business come to the public defence of the free market system, private enterprise, and entrepreneurship. Not for a second should anyone in the ruling alliance be allowed to forget that the money the Government spends on education, health, housing, child support grants, and everything else - including its lengthening list of promises to its constituents - arises from taxes extracted from the private sector and private individuals. This is a point that needs much more emphasis than it gets. Business might wish to think of ways of getting the point across more strongly in public as well as to parliamentarians, civil servants, and other members of the ruling alliance. Thirdly, keep proposing alternatives to present policies. Business may not necessarily see a direct role for itself here, but it is nevertheless essential that alternatives be put forward. Here is my list of a dozen: 1. Cut back on the size of the State 2. Put inspectors back into schools 3. Systematically extend private education 4. Radically redesign land reform 5. Democratise Parliament 6. Liberalise the labour market 7. Make economic growth rather than redistribution the topmost priority 8. Change our welfare state into one that promotes entrepreneurship 9. Direct all state interventions at helping the poorest of the poor regardless of race 10. Replace the deployment system with a professional civil service 11. Increase our global competitiveness as a destination for foreign direct investment 12. Repeal all racially discriminatory laws Some of these may seem fanciful right now. However, given growing contradictions, policy failures, and paralysis in government, the climate is in fact auspicious. Detailed policy work on alternatives will of course be necessary. But the main point at this stage is to undertake a tenacious campaign to change ideas, preparing the soil, as it were, for new policies to be planted. This will be a long haul and a hard slog, so the sooner it is stepped up the better. The ruling party must be a prime target, both direct and indirect. Don't forget that ideas predate policies and that their power, for good or ill, should never be underestimated. It was after all, that great incendiary journalist and armchair revolutionary, Karl Marx, who produced some of the most powerful ideas in history. Despite their murderous consequences some of these ideas still have an iron grip in South Africa. They need constantly to be countered by the ideas that underpin liberal democracy. In particular, we need to keep on propagating the idea that the real alternative to apartheid is not another form of social engineering designed to promote an impossible equality of outcomes but an open society committed to equality before the law, political and economic freedom, corruption-free and proper democratic government, and rising living standards for all. Social and racial engineers failed in South Africa last time around, and they will fail this time too. SA's financial burden

I love this country and think we have so much potential. My only two issues are that the people in power making decisions are not held responsible or accountable, and the general public is too apathetic. Let’s use the road death toll as an example as it can be applied to all the other failing areas. We appoint people into positions that generally fall into one or more of the following categories - no ability for the position, no work ethic, not sufficient management, not sufficient training, nepotism, political affiliations, skin colour, no experience or no moral fibre. The above may be a generalisation but they destroy the work of the few individuals that really try and make a difference in the average South African’s life. To those dedicated individuals we owe much because they carry the rest. Let’s apply the above to the example: where is visible policing on the roads every day, the ministers getting the TV crews there every so often to boost their image. Fines are seen as revenue and that appears to be the focus. Laws are not enforced - taxis, emergency lane driving, not using indicators, u-turns on highways, talking on cellphones and so on. The traffic officers standards are lower than a few years ago (thank goodness for Outsurance pointsmen). They openly ask for bribes, the anti-corruption call centre number just rings, how many officers get punished, and no a slap on the wrist doesn't count. The standards of driving schools are shocking, learners can buy licences for cash or sex, often the driving school is the broker. To get fines squashed pay the officer a portion of the fine. The booking call centres don't work. You can get the learners tests from the driving schools. Financial mismanagement is a given for government departments, but hey let’s throw some more money at them next year. Heads of department that aren't qualified for positions, managers that can focus on urgent things (and no functions and parties don't count), why don't we increase standards instead of lowering them. This decay hasn't just happened and it’s all over our beloved country, if we want the country to move forward, create wealth and prosperity for all then let’s put the right people in the right jobs, regardless of family relations, skin colour or political affiliations. At what point does the political rhetoric and self enrichment stop, so that the average citizen can be put first. While there appears to be no political will to rectify the situation (lip service does not count), a fish always rots from the head. When you enter public office you make the choice to serve South Africans, there is never any justification to steal, accept bribes etc. Ordinary South African citizens should start focusing on what’s important for our well being and that of future generations, actively take part to make South Africa great. You owe it to your children and other fellow South Africans. At what point does the financial and psychological burden become too great for the average South African and they stop seeing advantages in our country and look elsewhere?

Since when did OUR money become THEIR wealth? Not any more! My money is out of ABSA! I am from tomorrow an ex Absa Private bank client ....... Boycott ABSA and their affiliates, do not support anything ABSA is a sponsor of! Action this as something you HAVE to do, because if you don't this kind of thing will simply not stop! Today. Tomorrow. Never! Good riddance to pathetic service and ridiculous bank chargers "Dear Absa..." I am deeply concerned about the alleged discriminatory communications issued to Oregan Hoskins by my bank Absa. My money is obviously not good enough because of the colour of my skin and I have made the decision to move ALL of my accounts to another bank, a bank that puts all of its paying clients first. Absa uses our money to invest in sports like rugby and sponsor them and then have the cheek to shun and insult their white customers by demanding quicker transformation in rugby without addressing the real issues at hand. Since when does a bank adopt a political stance in sport and interfered to score cheap political points from the government? I guess maybe it’s because they want their business, unlimited funds is an attractive client, and the government seem to have endless reams of cash? Who knows? What I do know is Absa is a BANK, not a political bargaining tool. It is disgusting, and as a progressive thinking young person I am dismayed at Absa's poor foresight and lack of respect for its clients who are a mix of all races. I may not be your biggest client, but I do know that all your little clients added together make up your biggest client and a lot of them are dismayed with your attitude towards them. FOOD FOR THOUGHT: We are 15 years into the transformation process and it is not working in business and in sport because there is not enough quantitative investment by government and private companies at the grass roots level. When I talk about investment, it’s not just about throwing money into something. It’s about investing time, and commitment for the long haul. Young white kids like me grew up playing rugby; I was literally born with a rugby ball in my hands. You can’t just force black players into positions and by doing so ruin their careers, look at how many black players springbok careers have been destroyed because of transformation and coaches being forced to play players who just aren’t ready and haven’t had the correct sustained coaching and investment from a young age. Do you think players like Fourie Dupreez woke up one day, went to a two week rugby coaching academy and was “transformed” into the best scrumhalf in world rugby? No, he has practised for hundreds and hundreds of hours from the age of 5 and fought hard to be at the top. Rugby is a religion to many of us and we are born into it. Where are all the development clinics, and rugby facilities in poor areas? And I am not just talking about “fly by night” clinics and clubs that set themselves up to make a quick buck and then disappear with all of the investment capital in their pockets, I am talking about a professional sponsored model, similar to the Australian model that develops players at club level from a young age and is constantly monitored. What mechanisms are currently in place to monitor development? Transformation needs to start at the beginning and work its way up to the top, and not the reversal which is what you are suggesting. Those black players that you want to see playing first class rugby need to be developed from 6 years old, they can’t just be created when they are 18, totally inexperienced and thrown to the lions. No pun intended. So before blaming the unions and demanding certain transformation conditions for continued sponsorship, maybe it’s time to look at the causes of the symptoms that you are not happy with in SARU. Maybe it’s the sponsors that are putting their money in the wrong places and wanting the most exposure possible, so called bang for their bucks, after all nothing is free in this world. Spare a thought for those white kids too young to know what discrimination against blacks was. Imagine being told you’re good enough, but not black enough. Try to make sense of that from a liberal perspective, and what resentments are planted in that young impressionable mind where there were none to begin with? We forget sport is about winning. Sport has as much to do with politics, as Selebi has to do with scruples. We need the best players and coaches in order to win and remain competitive. And I am afraid to say being the best has nothing to do with the colour of your skin, it has to do with your abilities. If young black kids are not being developed properly it is not the fault of current white players selected on their abilities. These things take time, and as we can see we cannot force transformation from the top down. Today, tomorrow, together….. remember? Worldwide Protest Against "the ANC - Murderers!"

Sweden: Protest against the genocide in South Africa On Saturday the 17th of April 2010, the Swedish Resistance Movement (Svenska Motståndsrörelsen) marched to the South African embassy in Stockholm, housing representatives of the ANC government. We hold the ANC responsible not only for the murder of Eugéne Terre’Blanche, leader of the Afrikaner Weerstandsbeweging (AWB), but also for the ongoing genocide of whites in South Africa. Eugéne Terre’Blanche dedicated his life to the struggle for his people and a sovereign state for the white Boer people. Tragically his life ended, just like thousands of other white farmers, brutally murdered by blacks. Several thousands and yet more, are those who mourn the loss. We shall never forget his sacrifice! Therefore we march - under the slogan "Stop the Boer genocide!" - in honor and remembrance for the white leader of the AWB. But we also march to tell the world about the situation for our kindred people in South Africa. We will tell of a government who in silence support murder, rape and plunder of whites. Hereby we call upon our brothers and sisters around the globe to take a stand, no longer can we sit and do nothing as the white population of South Africa is being murdered. What happens in South Africa today, will happen in our nations tomorrow! The Swedish Resistance Movement march to the South African embassy in Stockholm on Saturday 17th of April, to show the Boer nation that they are not alone, that we are with them in their struggle for survival. To place limited peacekeeping contingent on the territory of South Africa to protect the rights of national minorities, to stop ethnic purges, as well as reducing the level of blatant criminality in the country; 9. Develop programs to address the problem of illegal immigrants, which according to some sources, numbers more than 25% of total population. It is known that illegal immigration is directly proportional to the level of crime, including motivated by racial hatred; 10. Strengthen the monitoring of human rights of the White population in other African countries, especially in those where the White minority has traditionally exercised significant social, economic, political activity, such as Kenya, Ethiopia, Angola and Mozambique. Mbeki (Mr. Delivery) turned out to be Mr. Non-Delivery. All functionaries in government were replaced by loyal party cadres. Everything became ideology driven instead of ability driven. Government interference in the universities has become much more overt and destructive than ever it was under the Nationalists. (Exemplified by the turnabout on the honorary doctorate for Thabo Mbeki). Our health system was functional to a high level, even for rural black and the urban “non-European” hospitals, whilst an abominable reflection of the apartheid system, worked well with standards high and no shortage of drugs and equipment. Now in 2010, we contemplate exactly what has been achieved in the 15 years of post Apartheid South Africa. A previous vice-Chancellor of UCT, Ramphele Mamphela, is on record as saying that Bantu Education was better than the mess we have now. Our hospitals are dysfunctional for all South Africans who are unable to afford private health care. The Johannesburg General, Groote Schuur, Pretoria Hospital and many others around the country are mismanaged to such an extent that they have become a threat to health. The hospital accounting systems are in a shambles and suppliers have cut off supplies until their bills are paid. The standards of repair and cleanliness have plummeted. The equipment, supplies and linen have been pillaged and pilfered. Recently at Groote Schuur I encountered a Neurology ward that had no toilet seats, no toilet paper, no soap and no towels. The chief neurologist there informed me that he would not use the toilets on his ward because they were too disgusting. The legacy of Manto Tshabalala-Msimang speaks for itself. Our police service is severely dysfunctional. Too many of the serving officers are corrupt. A recent PhD Thesis on the subject put it as 10% and probably higher. Out erstwhile chief cop, Jackie Selebi, stands accused of corruption whilst he was head of Interpol moreover. This is a national disgrace. The arrogance of the man to run around with the likes of the criminal gangsters that he associated with and not see the conflict of interests is astounding to say the least. The government, who should be doing all in their power to prosecute Selebi to the full, are wasting taxpayers’ money trying to keep certain witnesses out of court on the spurious basis of national interest. Our education system is a complete mess. We have the results of the OBE debacle to contend with where the only certainty is that we will produce a generation of educationally crippled youth. We have the ANC government with its ludicrous policies of “quiet diplomacy” which have allowed the stability of the region to deteriorate .The influx of refugees across our borders is fuelling xenophobic violence and is placing scarce resources under huge pressure. Our water supplies are dwindling and those that we have are polluted with faecal matter from the squatter camps along their courses. Cholera is waiting. Much of the water measuring equipment installed at key points on our rivers has been vandalized. The Cape Times (8/2/10) informs me that ‘DIRE SHORTAGE AT FORENSIC LABS STIFLES JUSTICE” What do you expect? In my private capacity as a consulting forensic scientist, I have been warning about this state of affairs for some years. Approximately 4 years ago I warned of the coming ”Melt Down”. To no avail. The analysts in the Health Department labs are appointed in terms of ethnicity and ideology and not in terms of their ability to do the work. When a previous head of the Laboratory in Pretoria, (Dr Viljoen), attempted to set an examination to regulate the incoming analysts he found that he was expected to appoint people who scored single figure results for the elementary chemistry examinations. The labs are swamped with incompetents and the work does not get done The net result was that he and the other heads of the laboratories have all left the state employ and are lost to the system. Their expertise is not even available to assist the state in pulling itself up by its bootstraps. At present there are nearly 5000 samples from the Salt River Mortuary which have not been analyzed. The talk is that they will be discarded. So much for justice. The departmental heads are not called to account for this disaster. Our courts have, for some time now, been grinding ever more to a halt because of the incompetence and disorganization of the laboratories that should be there to assist them. Morale at the police laboratories is low and the good scientists who are still there would leave if any other opportunities cross their path. Recently I became aware of a delay of 3 years in obtaining a post mortem report from the Tygerberg forensic department. This is just not good enough. I have not yet started on the disaster that is coming our way when the productive farms are taken and given to persons who cannot even use them for a proper subsistence, let alone a high technology productive farm to feed South Africa. There is only one way to stop the rot before it destroys the entire country. The government must stop the insane racist and aggressively affirmative policies that it has put in place. Corruption should be rooted out tooth and nail. All the available talent should be used in getting this country back on track. Stop the centralist interference in every aspect of our lives. It is not for the government to decide as to whether I may open a medical practice where so ever I wish. All that will happen is that the available source of doctors will dwindle as they head for greener pastures. The collective that have brought us to this pass will be blissfully prepared to blame it on the racist government. They are right there about the racism but it is their own racist policies that have brought us to the brink and not those of the previous dispensation. Education and security must take priority in government policies and non-performing ANC appointees should be kicked out forthwith. The business of suspension on full pay is an inducement to under-perform. Zuma is a national embarrassment is so many ways that it would be impossible to list them in the limited space at my disposal. Why send an openly homophobic man to a country where this lately achieved tolerance is under severe threat? Why appoint Menzi Simelani to his present position? The man is constitutionally and experientially unsuited to the job and in any event it kicks the notion of separation of power (enshrined in our constitution) in the teeth. One is left with the only rational conclusion that Zuma wants a pal who will not come after him in the little matter of corruption that seems to follow him like a black cloud. For a man who publicly demanded his day in court, he has gone to extraordinary lengths to avoid it. The disgraceful release on parole of Shaik is a slap in the face to our already foundering justice system. The only sense in which he was dying, was he was dying to get out and shop. Shame on you! It is high time, Mr Zuma, that you stop your philandering long enough to see that your party is systematically destroying this country. As a group, the ANC hierarchy is as racist and as corrupt as the Nationalists. History will judge you harshly. And by the way, we do not need aircraft (that nobody can fly) and corvettes to sit and rust in Simon’s Town, above education, policing and health. Maybe I could leave you as I started with two quotes from Martin Luther King: “Nothing in all the world is more dangerous than sincere ignorance and conscientious stupidity”. Some commentators say insufficient resources and a lack of personnel impede the police force's ability to do its job. Solidarity secretary-general Dirk Hermann said SAPS were more concerned with meeting affirmative action quotas established to address the wrongs of apartheid than filling vacant positions with competent officers. "There is currently a practice in the SAPS, for the sake of the ideology of representation, to rather leave posts vacant or scrap them instead of appointing experienced white police members in the posts," he said at a news conference. "Representation has become the most important driver for the SAPS, instead of pursuing their main objective, namely to protect all South Africans." In the 1930s white South African politics was consumed by the fear of miscegenation and race intermixture. Today, black South Africans are kept from voting for the Democratic Alliance by an equally irrational and unfounded fear of that party returning South Africa to apartheid (something the ANC deliberately <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=118744&sn=Detail">stokes</a> in their canvassing.)This does not mean that South Africans don't have anything to worry about, just that their fears have often been wholly misdirected. As Rian Malan noted in the Mail & Guardian last week: "South Africans ought to be obsessed by one question only: what went wrong in the rest of Africa and how do we avoid the same fate?" What South Africans arguably need to most fear in this regard is less some peculiarly African pathology and more a powerful and enduring Western racialism. If South Africa is to escape the fate of the rest of the continent a great deal will depend on whether it has the innate strength to counteract it.It has not done too well so far. The <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=118604&sn=Detail">racial policies</a> implemented by the ANC under the direction of Thabo Mbeki required that all institutions - at all levels - reduce the proportion of white South Africans to their marginal percentage of the population. This project has required racial discrimination against ‘whites' in employment, university admissions, government contracts and tenders, and so on.Such policies have largely succeeded in driving white South Africans out of the public sector - with disastrous consequences for state capacity - but progress in the private sector has been more uneven. The reason for this disparity is simple. As The Economist's Robert Guest <a href="http://www.opinionjournal.com/extra/?id=110006066" target="_blank">noted</a> back in 2004, "Unlike private companies, the government finds it easy to hire by race rather than merit, because it has no competitors and cannot go bust. This is nice for the blacks it employs, but less good for the much larger number who depend on the state for health care, water, roads and pensions. The state does not even try to deliver these services cost-effectively." Before their defeat at Polokwane the Mbeki-ites were planning to pass an <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71639?oid=102096&sn=Detail">Expropriation Bill</a> the main purpose of which was (again) to reduce ‘white ownership' of the economy and commercial agricultural to that group's proportion of the population.There were always two powerful grounds for objecting to the Mbeki-ite racial agenda. The first is that there have been many other countries in Africa where such ‘Africanisation' measures have been implemented; and the economic consequences have invariably been disastrous for black and non-black alike. The second is that the principle being applied - that of ‘demographic representivity' - has an impeccably racist European pedigree.This idea, that it is unacceptable for a racial minority to take up a share of any centre of power or influence greater than its proportion of the population, was central to European anti-Semitism in the 1930s. For a minority to excel beyond the limits of its demographic confines was regarded as abnormal, intolerable, and a product purely of the exploitation of others. This principle was invoked by the NSDAP in Germany in their anti-Jewish propaganda in 1934 (see <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71639?oid=119229&sn=Detail">here</a>) and it subsequently spread across Europe. Its influence even extended down to the southern tip of Africa. One convert, at least for a while, was the editor of Die Transvaler, Hendrik Verwoerd (see <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71656?oid=87773&sn=Detail">here</a> for his 1937 treatise on the topic). In 1938 - under pressure from Nazi Germany - Hungary passed the "first Jewish law" to correct the problem of Jewish ‘dominance' of the economy and professions. The provisions of which <a href="http://books.google.com/books?id=5_OXOwvjqjwC&pg=PA116&lpg=PA116&dq=%22%E2%80%9CIndustrial+and+commercial+undertakings+and+banking+houses+employing+more+than+ten+persons%22&source=bl&ots=Igb3YR5epl&sig=szu6jNIo6bgDMzf5R47m0S3ResI&hl=en&ei=cBOnSdCoKqKHjAfXm" target="_blank">were as follows</a>:"Industrial and commercial undertakings and banking houses employing more than ten persons are given five, or in certain years ten, years in which to adjust the proportion of employees and of salaries, bonuses and so on, to conform with the general rule that does not allow the Jewish share under any of these headings to exceed twenty percent of the total. In chambers of industry and commerce and in the legal, medical, and engineering professions, new Jewish members will be admitted at the rate of only five percent, until the Jewish population is reduced to the limit of twenty percent."Similar legislation was passed in Slovakia in 1939. One aim of this law was, an American diplomat noted at the time, to limit Jewish "participation in the free professions....The problems connected with the role of the Jews in the medical profession, with Jewish predominance in business and finance, and with Jewish ownership of land still remain for future legislative treatment."Having excluded Jews from public service in a statute 1940, in 1941 Vichy France passed another to settle "the role it is appropriate" for Jews to play in their "private activity in the national economy." One history of the period <a href="http://books.google.com/books?id=Q7ORlIpHKLEC&pg=PA145&vq=quotas&dq=%22his+plan+would+further+eliminate+the+specific+and+understandable%22&source=gbs_search_s&cad=0#PPA98,M1" target="_blank">describes how</a> a "massive purge of Jews from the liberal professions, commerce, the crafts, and industry" followed. "The first statute had promised to impose a numerus clausus in the liberal professions; this project was now implemented by a veritable assembly-line production of decrees of application between June and December 1941. Jews were limited to 2 percent of one profession after another - medicine, law, pharmacy, and so on: and Jews were limited as students to 3 percent in institutions of higher education."It was not just those living under Nazi occupation who had become obsessed with the ‘Jewish question.' Following the liberation of French North Africa the allied leaders met at Casablanca in January 1943. According to an official account of the meeting US President Franklin D. Roosevelt proposed that "the number of Jews engaged in the practice of the professions (law, medicine, etc.) should be definitely limited to the percentage that the Jewish population in North Africa bears to the whole of the North African population." The aim of Roosevelt's plan was, apparently, to "further eliminate the specific and understandable complaints which the Germans bore towards the Jews in Germany, namely, that while they represented a small part of the population over fifty percent of the lawyers, doctors, school teachers, college professors, etc. in Germany were Jews."The defeat of Nazi Germany, the discovery of the extermination camps, and (perhaps) the establishment of the state of Israel, all worked to discredit such anti-Semitism post 1945. Yet, although Jews were no longer regarded as a legitimate target ‘demographic representivity' endured as a Western ideal. This old anti-Semitic principle proceeded to be heated up and dished out to one productive racial minority after another in Africa following the retreat of Empire. This was usually done with the encouragement and connivance of much Western intellectual opinion. It was moreover Western educated African nationalists like Robert Mugabe - black white racists - who were the most ruthless advocates of this doctrine. Thus, although the targets have shifted over the years, this particular strand of Western racialism has endured up to today.There was an illustration earlier this week of how powerful and accepted it remains in the West. Every year the US Department of State publishes its <a href="http://www.state.gov/g/drl/rls/hrrpt/2008/" target="_blank">country reports</a> on human rights practices. Each report has a section covering the issue of discrimination - if any - against "national/racial/ethnic minorities" in that country. Presumably, the intention is that if the government of a particular nation deprives citizens of a minority group of the right to equal treatment - and discriminates against them - this should be flagged as an issue of concern.However, in the country report on South Africa <a href="http://www.state.gov/g/drl/rls/hrrpt/2008/af/119025.htm" target="_blank">published</a> on Wednesday this week this is all turned on its head. The relevant section notes, accurately if somewhat euphemistically, that "the law requires employers with 50 or more employees to ensure" that those "legally defined as ‘Blacks' (including ‘Africans,' ‘Colored,' and ‘Asians,' and collectively constituting more than 90 percent [sic] of the country's population) are represented adequately at all levels of the workforce." In other words, the ‘white' share should ideally not be allowed to exceed ten percent of the total. Yet far from seeing the application of this principle as in any way problematic the report makes clear that it regards such "antidiscrimination legislation" (!) as necessary and desirable.Indeed, it is the continued ‘overrepresentation' of the white minority in the higher activities of the economy is seen as the problem - not the discriminatory measures being used to displace them (or the deleterious consequences that result). According to the report's moral narrative government efforts to push the white minority out of private sector employ have not proceeded fast or far enough. Notwithstanding this legislation, it states, the Department of Labour's 2007 Employment Equity Analysis "reported that Blacks remained underrepresented, particularly at the professional and managerial levels. According to the report, only 22.2 percent of top management positions, and approximately 36.5 percent of professional positions, were held by Blacks, and Black women remained by far the most disadvantaged group in number and quality of management or skilled jobs."The report predictably makes no mention of <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=107983&sn=Detail">the purge</a> of non-black South Africans from state employment throughout the Mbeki-era, or the <a href="http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71619?oid=86906&sn=Detail">racial quotas</a> that have been applied in the universities during the same period. One could of course dismiss this report of being of little consequence. But this would be a mistake. Those South Africans opposed to racial discrimination in the apartheid era, and who believed in a basic community of interests between black and white, could always look to Western opinion for external moral and intellectual affirmation. Clearly, no such luxury exists today.
